Mission Statement
Children’s Rights defends the lives and legal rights of America’s abused and neglected children by reforming the failing child welfare systems they depend on for protection and care. Since 1995, the organization has been fighting to enshrine in the law of the land every child’s right to be protected from abuse and neglect and to grow up in a safe, stable, permanent home. Through tough legal action complemented by substantive policy expertise, Children’s Rights has won landmark victories and brought about sweeping improvements in the lives of abused and neglected children in more than a dozen states across the nation.

Impact Summary from the Nonprofit
Most of our lawsuits end with settlement agreements and a mandate for massive reform. Children's Rights, along with independent monitors, ensures the reform goals won on behalf of children and families are met. Connecticut has reduced by 63 percent the number of children under the age of 12 in group homes and institutions. Ninety-one percent of all case managers in Metropolitan Atlanta now have an assigned caseload of children that is within the strict limits of our settlement. Michigan has hired more than 700 new caseworkers, established a centralized hotline for abuse and neglect reports and ensured that young people aging out of care have access to health insurance. The Milwaukee child welfare system is just one goal away from meeting all of the reform provisions of its historic settlement with Children's Rights. Approximately 90 percent of all foster children in New Jersey are being placed with families or in family-like settings thanks in part to the state exceeding the foster home recruitment goals of our settlement.

Children’s Rights Executive Director Marcia Robinson Lowry has dedicated her legal career to protecting the rights of children. Before founding Children’s Rights as an independent organization in 1995, Ms. Lowry served as director of the Children’s Rights Projects of the New York Civil Liberties Union (1973-1979) and of the American Civil Liberties Union (1979-1995). She has pioneered a body of law to protect children dependent on child welfare systems, developing realistic, long-term solutions to improve the lives of abused and neglected children across the country—and bringing increased attention and public scrutiny to systems that are all but ignored.
In 2000, Nina Bernstein highlighted Ms. Lowry’s work in New York City with the publication of The Lost Children of Wilder: The Epic Struggle to Change Foster Care. The book explores the background and aftermath of the landmark 1973 Wilder lawsuit, filed to reform New York City’s seriously inadequate child welfare system.
Ms. Lowry speaks across the country about child welfare reform, has testified before congressional committees, and is the author of several articles. She received her B.S. from Northwestern University and began her career as a journalist. She earned her J.D. from the New York University School of Law.
