ENHANCEMENT OF THE PUBLIC'S UNDERSTANDING WITH RESPECT TO THE IMPORTANCE OF LEGAL REFORM AND THE NEED TO BECOME POLITICALLY INVOLVED. ENACTMENT OF LEGISLATION AND ADOPTION OF STATE COURT RULES THAT SUBSTANTIALLY WILL REDUCE THE PERVESE INCENTIVES FOR FILING FRIVOLOUS LAWSUITS, WHICH ARE CAUSING HARM TO AMERICAN BUSINESSES AND CONSUMERS WHILE MAINLY PROVIDING A BENEFIT TO TRIAL LAWYERS.
