Mission Statement
The primary objective and purpose of this corporation shall be: to provide a humane alternative for abandoned, abused, unwanted, neglected, or slaughter bound horses; to provide medical care, food, gentling, training depending on individual circumstances allowing them to be potentially easier to adopt, provide shelter to horses in need of such care and to place these horses in caring homes where they can lead productive lives. When an animal is deemed be unable to be adopted it will be placed in sanctuary to live out its life in a humane fashion, and provide service to those enrolled in our Healing Feathers Program. Our secondary purpose is to provide education to prospective horse owners, current horse owners, youth or any interested party seeking to educate themselves about horses, also to be referred to as equine, husbandry further helping to prevent horse/equine neglect and abuse. Although our primary focus is on horses/equine this organization shall not be limited to and if called upon shall allow other limited types of animals such as bovine, bison, and mammals not interfering with the State and Federal Wildlife laws.

<div>Horse Feathers has enjoyed a busy year, utilizing a grant received from the ASPCA to install a bathroom/washroom in the barn in order to provide services to those who volunteer/visit here. Also having hot water and wash sinks to sanitize things at the barn, warm water to wash wounds, etc. We also received a grant to repair a shelter which sustained damage when a tornado came through our town. This will be implemented on our Work Days in October due to excessive heat this past summer it was too dangerous for anyone to work outside.<br />

<div>A new program has been instituted, with the assistance of the Oklahoma Veteran's Administration, to implement an Equine Assisted Therapy Program to aid returning veterans with transition to civilian life, along with providing an outlet for interaction with the horses as a form of emotional therapy, as well as physical. The program has been so successful, that we have expanded to serve others in the community, as well. We hope to expand the program, and are seeking funding for construction of a covered arena that will allow us to operate this program in all types of weather. </div>

<div>We are also attempting to fund raise in order to procure a tractor to aid in the care of the horses, and maintenance of the rescue, making it much easier to move the heavy bales of hay, as well as grounds and pasture maintenance.. </div>

With more than 12 years of experience with the care and rescue of horses, Cheri White Owl is Founder, President & CEO of Horse Feathers Equine Rescue. She is a former 4-H member and leader, American Mustang and Burro Association State Coordinator, and Wild Horse Mentor working with and teaching about Mustangs on gentling and training. Ms. White Owl has additional experience in the medical field. In 2007, she was named as one of five finalists for the 2007 Oklahoma Spirit Award, a statewide award sponsored by Oklahoma City TV station CBS Channel 9, the Daily Oklahoman newspaper, and Remington Park, Oklahoma City's racetrack.
Leadership Statement:
Horse Feathers has continued to grow and expand in numerous ways. With the utilization of the volunteers as well as now our Kids Program and Veterans Equine Assisted Therapy Program we have begun to see many changes in peoples lives. It has created a larger sense of community with all who come here. We hope to continue our work and to further implement other areas of mental health as well as begin to work on youth summer camps in the upcoming year.

Program Description:
<p>Provide education for youth, and other interested parties in the proper care and safe handling of their equine friends. Afford the general public hands on experience in a safe, supervised environment, providing care and experience for the horses, and experience and confidence for the participants.</p>
Program Long-Term Success:
The Horse Feather's Kids Program has provided training for many youngsters to confidently own and care for their own animal efficiently, and in a safe manner. A funding drive to obtain safety equipment for their use while working with the horses was extremely successful, enabling all ages to participate safely, and successfully. Young horses in the program have developed into potential willing partners, ready to continue their training under saddle.
Program Short-Term Success:
The continued individual contact through the program is enabling younger horses to gain more exposure to new situations, and gain confidence and trust in their handlers. This makes them very adoptable as 4-H projects, availing them a better chance at finding a forever home.
Program Success Monitored by:
The success of the program is not measured by tests or trials, but by observing the dedication, teamwork, confidence, and smiles observed, along with the evolution of both horse and human.
Program Success Examples:
Girl scout troops regularly come to the rescue, and obtain merit badges through the program. Horse Feathers annually holds educational classes at the Oklahoma State Fair for school children. Each year, approximately 3,500 children are able to attend an educational program while attending the fair.

Program Description:
<p>Established in conjunction with the Oklahoma Veterans Affairs Office, the Equine Assisted Therapy Program affords veterans the opportunity to come to the rescue, work with, and interact with the horses. This interaction is not only beneficial to humans, but horses as well. </p>
Program Long-Term Success:
The program is still in start up stages. The eventual plan is to construct an indoor facility that will enable riding and working with the horses in all types of weather, and serve all persons, regardless of handicap, or disability. The potential for the success of the program seems to be very good so far.
Program Short-Term Success:
The emotional healing that occurs between horse and handler is unlike any other. Many persons relate an inner peace that occurs when working one on one with the horses. The horses seem to relate to humans as well, learning to trust, and initiate human interaction.
Program Success Monitored by:
The success of the program will be monitored by Rescue staff, as well as the staff at the Veteran's Administration. The program has not been in existence long enough to produce measurable success as yet. Therapy sessions indicate that the project is beneficial.

As stated previously, the program is still a work in progress. We will update as the program continues, and more data is available.
