Mission Statement
CLASP develops and advocates for policies at the federal, state and local levels that improve the lives of low income people. Our vision is an America where children grow up safe, healthy, nurtured, and prepared to succeed; where young people and adults have the skills and supports they need to fulfill their potential and to contribute to society and the economy; where jobs provide decent wages and family friendly policies; where poverty is rare; where there is justice for all; and where all people can participate equally and their communities can prosper. We focus on policies that strengthen families and create pathways to education and work. Through careful research and analysis and effective advocacy, we develop and promote new ideas, mobilize others, and directly assist governments and advocates to put in place successful strategies that deliver results that matter to people across America.

Profile:
Alan W. Houseman is CLASP’s Executive Director, a position he has held since joining the organization in 1982. His expertise is innovative anti-poverty strategies and civil legal assistance. He has written numerous articles, manuals, papers and books on legal services, poverty law advocacy, and welfare policies. Mr. Houseman has a long history of involvement in poverty law advocacy and legal services for the poor. He has served on the board and executive committee, past chair of the Civil Committee of the National Legal Aid and Defender Association. He also has been involved in a variety of capacities with the American Bar Association. He was the head of the Legal Services Corporation Transition Team for President Obama. He is a US representative to the International Legal Aid Group. Since 1996, he has also worked in Russia on Rule of Law initiatives for the Russian American Rule of Law Consortium. In 1969, he founded Michigan Legal Services, a statewide legal services program. From 1976 to 1981, he was a senior staff member at the Legal Services Corporation and director of the Research Institute, which he founded and developed. Mr. Houseman is a graduate of Oberlin College and New York University School of Law, where he was a Field Fellow in Social Welfare Law. Mr. Houseman has been an Adjunct Professor at Georgetown University Law Center and he previously taught at Wayne State University Law School. He has received numerous awards and honors including the National Equal Justice Award, the Oberlin College Distinguish Achievement Award and the Coalition on Human Needs Hero Award. . He is a member of the Board of Trustees of Oberlin College, Executive Vice-President of the Consortium for the National Equal Justice Library, Chair of the Children’s Leadership Council and a board member of the Coalition on Human Needs.

We advocate for investments in programs that help children, youth, and families thrive. Our primary areas of focus are child care and early education, child welfare, youth, and temporary assistance. Among other major initiatives, we manage the Campaign for Youth coalition.

Played a major role in ensuring states took full advantage of of the $5 billion TANF Emergency Fund, part of the 2009 Recovery Act. These extra federal dollars prevented severe social service cuts in many states, aided needy families during the economic crisis, and created 250,000 jobs. The Congressional Budget Office originally estimated states would draw down only $2.5 billion.
As co-chair of the National Home Visiting Coalition, was influential in getting the Maternal, Infant, and Early Childhood Home Visiting program included in the Affordable Care Act and in shaping the program’s subsequent implementing regulations.
As part of our Charting Progress for Babies in Child Care project, have been instrumental in improving child care for infants and toddlers in a number of states and localities. Outcomes include licensing changes, better subsidy policies, and investments in program quality.
Released a groundbreaking report that drew national attention to the barriers that keep young children from immigrant families out of high quality early education programs.

We work to build pathways that connect low-income people to the education and training they need to advance. Current areas of focus are post-secondary and economic success, basic skills and workforce training, reconnecting youth, employment strategies, work/life & job quality, and work supports. Much of this work takes place under the umbrella of our Center on Postsecondary and Economic Success.

Program Description:
We advocate for policies that alleviate poverty and promote justice and equal opportunity. Part of this program focuses on civil legal assistance, including serving as legal counsel to civil legal aid community around the country. The other part of this work centers on poverty and opportunity, most notably through our management of Spotlight on Poverty and Opportunity: The Source for News, Ideas, and Action, a foundation-led initiative intended to ensure poverty reduction is part of the public discourse.
