Mr. Donald T. Floyd, Jr.
Donald T. Floyd, Jr. is President and CEO of National 4-H Council. Under his leadership, National 4-H Council led 4-H in the National Conversation on Youth Development in the 21st Century and created the first national action agenda for youth policy. In addition; he has led 4-H expansion in after school programs, science programs, technology and the creation of the Global 4-H network. Don has been associated with innovative leadership of youth-serving, non-profit organizations for more than 35 years. For 17 years, he held local and national level positions, including National Executive Vice President of Junior Achievement, with which he led expansion of the international program and its first venture into classroom-based programming, which today is JA’s largest program.
Don recently completed his term as Chair of the National Collaboration for Youth (a coalition of the top 56 youth organizations) and is currently a Trustee with the America’s Promise Alliance. Don served as a Trustee of Albright College and was Secretary of the Board, a member of the Executive Committee, and Vice Chair of their Governance Committee. He is former Chair of the International Leaders Committee of the Institute for Applied Research in Youth Development, Tufts University. He was one of six inaugural recipients of the International Fellows in Applied Developmental Science. He is an elder at Bridgeway Community Church a large non-denominational multicultural congregation in Columbia, MD.
Don is a 1965 graduate of Reading High School, served in the US Air Force (1966-1970), and is a 1973 graduate of Albright College in Reading, PA. He has travelled to 35 countries to establish youth programs and has lived in Japan and Ghana. Don and his wife, Carolyn, have five children.

The 4‐H programs are implemented by the 111 Land Grant Universities and the Cooperative Extension System through their more than 3,000 local Extension offices across the country. National 4-H Council collaborates with 4-H at all levels national, state, and local to provide programming in three - mission mandate areas: Science, Engineering & Technology; Citizenship; and Healthy Lifestyles. Through these initiatives, Council seeks to build and reinforce 4-H program essential elements of independence, belonging, generosity, and mastery.
Program Long-Term Success:
Launched 4-H Science, Engineering, and Technology. This included: -Launch of 1st National 4-H Youth Science Day -Creation of white paper - "Revisiting How the US Engages Young Minds in Science, Engineering, and Technology." A response to the recommendations in the The National Academies' "Rising Above the Gathering Storm" report. -Created new science curriula -Launched new environmental program - 4-H2O - a national water program with USDA
