Dr. Charmaine C. Yoest

Profile:

Charmaine Yoest, Ph.D. is President & CEO of Americans United for Life (AUL), the legal architects of the pro-life movement. Under Dr. Yoest’s leadership, AUL has pursued and refined a unique mother-child strategy that looks at the interests and vulnerabilities of both, protecting them from abortion industry abuses. According to the New York Times, “Taken together, these new state laws are hugely effective…” With such a track record, the Christian Science Monitor observed that some abortion advocates consider her “Public Enemy Number One” … but with a style all her own. Dr. Yoest was called to testify before the Senate Judiciary Committee during the confirmation hearings for Supreme Court nominees Judge Sonia Sotomayor and Elena Kagan. Dr. Yoest has also provided Congressional testimony on other occasions before both the House of Representatives and the Senate, as well as before state legislative bodies. Dr. Yoest began her career in the White House during the Reagan Administration and served as a Senior Advisor to the 2008 Huckabee for President Campaign, after leading as Vice President of Communications at Family Research Council. On announcing her appointment, Governor Huckabee observed that Dr. Yoest “brings with her an in-depth knowledge of the issues and policy expertise, as well as over two decades of experience in the conservative movement.” A regular political commentator, Dr. Yoest has appeared on all of the major networks and cable outlets. She is also the co-author of Mother in the Middle, an examination of childcare policy, published by HarperCollins. Dr. Yoest has a Ph.D. in Politics from the University of Virginia. She and her husband, Jack, live with their five children in the Washington, DC area. Charmaine writes at her blog, CharmaineYoest.com.

Why does this matter? Without clarity around their responsibilities and expectations, board members are not positioned to succeed. They may find themselves challenged to fulfill their governance responsibilities or frustrated by the expectations that the organization has set for them. BoardSource recommends that every new board member participate in a formal orientation process, and that all board members sign a pledge or agreement committing to their board service and to all of the responsibilities and expectations that come with service. Program Description:

According to scholar Dr. Michael J. New, AUL's crucial work in helping create parental involvement laws, informed consent laws, and limits on taxpayer funding of abortion has reduced abortions across the country by an estimated 25% since 1992, when the Supreme Court started allowing significant abortion restrictions. In 2006, AUL decided to make its legal knowledge accessible to pro-life legislators and activists across the country and published the first edition of Defending Life, a ground-breaking state-by-state legal guide to abortion, bioethics, and the end of life.  This book instantly become known as “the legal bible of the pro-life community" and AUL publishes an updated version on an annual basis.

Program Long-Term Success:

In the mid-1980s, AUL launched the strategy of promoting model legislation across all fifty states as a way to combat abortion, and we have experienced great success. This is partly the reason why, in January of 2012 on the 40th anniversary of Roe v. Wade, TIME Magazine declare that "40 Years Ago Abortion Activists won and Epic Battle with Roe v. Wade: THEY'VE BEEN LOOSING EVER SINCE." Five years ago, in 2009, AUL distributed an astonishing 1,950 model legislation policy guides to 280 requesters, setting the state for an explosion of pro-life legislation in future years. From 2011-2013, AUL received 3,400 requests for our model legislation. AUL has increased our collection of model legislation by 217% since 2005. In 2014, AUL now boasts 50 pieces of model legislation.

Program Short-Term Success:

AUL saw an unprecedented 74 pro-life laws passed from 2011-2014. The trend of successful enactment of pro-life legislation has been so noticeable that pro-abortion groups, including the Guttmacher Institute, have noted that more pro-life laws have been enacted in the past three years than in the entire previous decade. One-third of those laws can be traced back to AUL. Mother Jones declared AUL as "the anti-abortion group perhaps most responsible for the barrage of new state laws." And, Bloomberg reported that "Americans United for Life has been a driving force behind the surge, providing state lawmakers with templates to enact abortion restrictions."

Program Description:

Americans United for Life works through the Courts to defend Life and protect the First Amendment Freedom of Conscience

Program Long-Term Success:

Americans United for Life has been involved in every U.S. Supreme Court case on abortion since Roe v. Wade was handed down. Today, AUL remains the only pro-life organization that has a combined legislation and litigation strategy, meaning that AUL provides model legislation, then works with legislators to enact the law, assists Attorneys General in defending the legislation, and then also files amicus curiae "friend-of-the-court" briefs in support of laws based on our models. AUL has filed a remarkable 112 amicus briefs since 1971. AUL is the only pro-life organization with a staff attorney solely dedicated to filing amicus briefs.

Program Short-Term Success:

44% of AUL's amicus brief filings have been filed in the last five years. AUL has filed 19 briefs in cases involving the HHS Mandate. Most courts rule in favor of persons exerting a Freedom of Conscience argument which AUL supports.

AUL has filed a remarkable 112 amicus briefs since 1971, 44% of which were filed in the last five years. Significant victories include: AUL filed in the Eighth Circuit twice—in the original appeal, and then on rehearing—in the case of Planned Parenthood of Minnesota/South Dakota/North Dakota v. Rounds. In upholding the “suicide advisory” Judge Gruender wrote the opinion for the majority of the court, and paraphrased portions of AUL’s brief (he did not cite directly, but the language tracks the language in our brief that is original to our legal team). In Oklahoma Coalition for Reproductive Justice, a case challenging a law regulating the provision of RU-486 based on an AUL model, we directly advised the Solicitor General throughout every step of the litigation: trial court, Oklahoma Supreme Court appeal, SCOTUS petition, and then certified questions before Oklahoma Supreme Court.

AUL has long been on the forefront of winning the public debate for life, especially with our emphasis on abortion's harm to women and the need to protect women from a ruthless abortion industry. National media coverage offers the platform necessary to bring attention to the outrageous behavior of Big Abortion in America. This platform supports AUL's legislative strategy by bringing the truth about abortion's harm to women to the forefront of every American's mind. AUL's media interactions peel back the pro-woman facade of the abortion industry and reveal the underbelly of a profit-driven industry at sacrifices women's health and the lives of unborn babies for increased profit and political expediency.

Program Long-Term Success:

With 78.6 million media mentions in 2013, AUL is now the 'go-to" group on Life issues for major media and we are framing the debate. Our President and CEO Dr. Charmaine Yoest is regularly featured in profile pieces including a piece by the Christian Science Monitor and the New York Times Magazine. AUL is also leading the way in social media, having recently succeeded in launching the #Stand4Life campaign to bring attention to the efforts to enact HB2 in Texas.

AUL receives major media every week on average and is effectively communicating our messaging to the public. Examples of our specific program success are provided below. AUL has increased our press releases by 875% from 2008 to 2013. AUL's email list increased 6667% since 2008. Our website visits increased 330% since 2008. We have also built one of the most successful social media programs in the pro-life movement., with facebook fans of 33,387 and over 6,500 twitter followers.

In November 2012, New York Times Magazine featured AUL's President and CEO in a profile piece entitled "Lifer." Time Magazine featured AUL's President and CEO Dr. Charmaine Yoest, along with Michelle Obama, Rick Warren, and John Boehner, in a Thanksgiving special, "Time for Thanks." In April of 2013, FOX News' Special Report with Bret Baier featured Dr. Yoest speaking on the guilty verdict handed down to late-term abortionist Kermit Gosnell. In January of 2013, Mother Jones declared AUL to be the "anti-abortion group perhaps most responsible for the barrage of new state laws" on life.

AUL has been involved in enacting one third (representing 74 bills) of the surge of pro-life laws we have seen enacted since 2011. Likewise, the Guttmacher Institute recently announced that abortions have decreased 13% from 2008, their lowest point since Roe v. Wade was enacted in 1973. According to Dr. Michael New of University of Michigan, legislative efforts to enact parental involvement laws, informed consent laws, and limits on taxpayer funding of abortions has contributed to a 25% nationwide decline in the number of abortions performed since 1992.
