Profile:
Carole McCabe, M.S.W., is the founder and executive director of Avalon Housing, Inc. She has more than twenty years experience in non-profit social justice issues and homelessness, including emergency shelter programs and transitional housing. Her experience in these programs prompted the realization that housing is a basic human need that must be met in order for someone to successfully work on major changes in their life. This philosophy is the basis of Avalon's work, and its success over the past ten years proves permanent affordable housing is a viable solution to

<p>Carole McCabe, our current executive director was part of a small group of people working at the emergency shelter who had a vision for Avalon Housing and became a founding member of the organization. <br /></p> <p>“We watched people get into an apartment, then end up back at the shelter again. We knew that ending homelessness would require a more creative approach and a more long-term solution. Avalon Housing grew out of this experience, and into what is now more widely known as Permanent Supportive Housing.”</p>

Program Description:
Affordable Housing Development: Avalon identifies and purchases property to own and manage as permanent, affordable rental housing. Rents are kept at or below half of market rate rents due to complex financial packaging when the properties are purchased. Enhanced Property Management Model: A unique model of property management designed to ensure success in renting to a high-risk population. The model focuses on building community, maintaining a visible on-site presence and close working relationship with tenants, and working closely with support service providers. Supportive Housing Services: Avalon sub-contracts with Catholic Social Services (CSS) to provide housing and social supports for all Avalon tenants. CSS focuses first on helping tenants maintain stable housing, and then on other needs and goals as identified by the tenant. These supportive housing services are provided on-site, and are individualized, flexible, on-going and voluntary unless negotiated as an alternative to eviction. Pilot Light Tenants Organization: Pilot Light is Avalon's tenant organization, directed by tenants who are elected as site representatives from Avalon's different properties. The goals of Pilot Light are to increase tenant participation at all levels of the organization and to increase tenants self-determination and access to resources. Avalon provides a one-bedroom unit free for use as a tenant resource center, as well as in-kind donations and financial support.
