Program:
Thrift Store
- Budget:
-
$13,951
- Category:
-
Human Services
- Population Served:
-
Adults
Program Description:
The thrift store provides previously used, slightly worn goods to the community of Green River. The only other store in town is a grocery store and does not provide the products that the Thrift Store provides nor can it provide them at the same low cost. Proceeds from the Thrift Store go to Youth Programs support.
Program Long-Term Success:
The Thrift Store will become self-sustaining will providing a steady source of income for the Youth Programs offered by PACT.
Program Short-Term Success:
The Thrift Store will become a visible and recognizable part of Green River's Main Street and function as a guidepost to the Community Center.
Program Success Monitored by:
Program success is monitored by the amount of money that the Thrift Store is able to transfer to Youth Programs.
Program Success Examples:
Last summer, the Thrift Store was able to pay a part-time employee during its hours of operation while running a surplus. In the winter months, this is currently unable to happen due to the drop in travel. Hopefully, in the future the Thrift Store will run the surplus for the benefit of our Youth Programs throughout the whole year.
Program:
Cottonwoods on the Green Apartments
- Budget:
-
$70,044
- Category:
-
Housing
- Population Served:
-
Homeless
Program Description:
Cottonwoods on the Green has 2 4-plex buildings that are rented out at affordable rates to qualifying members of the community.
Program Long-Term Success:
The long term success of this program is interwoven with the long term success of its tenants. The provision of this housing will hopefully be a stepping stone to future homeownership and financial stability.
Program Short-Term Success:
These 8 apartments will help individuals who need adequate housing at affordable rates. The tenants should be able to pay their rent consistently while still having enough for all other necessities.
Program Success Monitored by:
The success of this program is measured by the ability of tenants to pay rent. The rent should be paid on time and in full. This shows that the apartments are in fact affordable and that the tenants are being responsible with their rental agreements. Long term success is measured by the status of the tenants after they leave the apartments. No formal follow-ups are conducted, but in a town as small as Green River, awareness of everyone else's situation is high.
Program Success Examples:
One former tenant recently purchased a house. The loan for this house is supported by USDA Rural Development so that the interest rate is affordable for the new homeowner. Such a process is the goal we have for all tenants.

Youth Programs
- Budget:
-
$140,760
- Category:
-
Youth Development
- Population Served:
-
Children and Youth (infants - 19 years.)
Program Description:
Activities and programs are offered at the Community Center for the youth. These activities give the youth opportunities to associate together in a safe, drug-free and productive environment. Physical and mental health are promoted and increased through these activities. Leadership training and experiences are held. Service activities provide youth with an opportunity to give back to the community and its residents.
Program Long-Term Success:
The long term success of our Youth Programs is based on comparison between individuals from similar socio-economic backgrounds that either attend our programs or don't attend.
Program Short-Term Success:
Short term success depends on the individual programs. They could include development in piano proficiency, improvement in grades at school, an excellent project by one of our kids, knowledge gained of gardening practices, or the capability to saddle and ride a horse learned.
Program Success Monitored by:
There are no formal measures of program success for our After School or Summer School programs. We do, however, recognize each individual's growth and are able to see program success that way. When we realize that one of our kids is not progressing as well as desired, we work specifically with that youth to ensure that they are not left behind. Regular measures are provided to the HeadStart and Preschool kids to ensure that developmental goals are reached and that they are ready for entry into the regular school system.
Program Success Examples:
One of our kids has shown particular aptitude for the piano. He loves playing and showing off his skill- something that could never have happened if not for this program. Another one of the youth that came regularly to this program as a kid has developed into a well-mannered and conscientious teenager apart from the expected developmental patterns for his socio-economic background and even from the patterns exhibited by some of his closest relatives.

The Epicenter acts as an affordable housing resource center to residents of Green River. The Epicenter is in the early stages of bringing the first Habitat for Humanity house to Green River. The location and client have already been confirmed.
Program Long-Term Success:
The Epicenter's long term goal is to provide adequate housing for the community of Green River. This includes construction of new homes, the renovation of old homes to meet energy efficiency and safety standards, and the removal of unsuitable housing. Housing would be available across a range of values allowing all socio-economic backgrounds to afford housing for ownership or rent.
Program Short-Term Success:
In the near future, the Epicenter plans on renovating a 104 year old building on Broadway in Green River to serve as an office for housing and business assistance. Plans are also well underway for construction of the first Habitat for Humanity house in Green River through the affiliate based in Castle Dale, Utah.
Program Success Monitored by:
This program's success is determined by the number of individuals that are aided in receiving housing. This can be done through a variety of means, but the ultimate outcome and goal remains the same- to provide adequate housing to all residents of Green River.
Program Success Examples:
This program is under one year old and has not had time to create any concrete examples of success. However, the client and land have been selected for the Habitat for Humanity house. This represents the first step in what will hopefully be a wide range of program successes.
