Our Mission: To Eliminate Poverty in our Affluent Society. Our Program: To create programs that empower low-income people to enhance the quality of their lives by having them design and implement strategies that will create a solution to their problems. SLCAP reaches out to low-income people in their communities, addresses their multiple needs through a comprehensive approach, develops partnerships with other community organizations, involves low-income clients in agency operations, and administers a full range of coordinated programs designed to have a measurable impact on poverty.

Program Description:

The SLCAP provides a Head Start program, a weatherization program, advocacy, housing, and emergency food pantries. It also addresses the issues of mortgage foreclosure, homelessness, and unemployment. SLCAP also operates a Head Start program for approximately 1,400 preschool children from low-income families ($6,730,467). One of SLCAPs recent accomplishments was bringing another county into its auspices.

Program Description:

Salt Lake CAP provides weatherization services in Salt Lake and Tooele Counties in the State of Utah. The purpose of the program is to make improvements to homes that make the home more energy efficient. Improvements consist of all forms of insulation including wall, floor, perimeter, and attic. Furnaces work including replacing existing low efficiency furnaces or cleaning and tuning higher efficiency furnaces. Air sealing which includes weatherstripping doors, adding door sweeps, and caulking areas where conditioned air can leave the home. In addition, broken windows are repaired, or if the situation warrants, replaced. Ill fitting doors that cannot be repaired are sometimes replaced. Compact fluorescent lights are installed and refrigerators can be replaced if our testing show the replacement to be cost-effective.

Program Description:

Education Head Start provides a developmentally appropriate education to children who otherwise would not have the opportunity to be prepared for kindergarten. Head Start children obtain educational outcomes in language, literacy, numeracy, science, and social development. Self Sufficiency Head Start aims to guide families in creating goals which lead them on a path to living self-determined lives – including the freedoms of self-sufficiency. Head Start is dedicated to promoting the empowerment of people by helping them to identify and capitalize on their strengths. Health Head Start provides a comprehensive program of health services to each child by promoting preventative health and early intervention. Families are provided skills, insights, and linkages needed to obtain ongoing health care.

Program Description:

The HEAT program is Utah's version of the federal LIHEAP program (Low Income Home Energy Assistance Program). It is funded 100% by the Federal Government through the U.S. Department of Health and Human Services. HEAT provides winter utility payment assistance to low-income households, targeting those who are truly vulnerable - the lowest-income households with the highest heating costs: the disabled, elderly, and families with preschool-age children. Utah received about $32 million in federal funds for the HEAT program last fiscal year.

Program Description:

Advocacy remains a strong tool in creating change for social policy. Salt Lake CAP actively advocates for public policy that will increase the standard of living of and resources available to those living in poverty. With self-sufficiency as a goal, advocates strive to lessen barriers of and create opportunities for low-income people. Advocates serve as a voice on behalf of the low-income population to ensure that their concerns are heard. Salt Lake CAP also teaches individuals to advocate for themselves and their families. Self reliance and empowerment are fostered, which enables families to take action for themselves. Salt Lake CAP advocacy fosters community and individual empowerment to bring about institutional change and assist in the development of new and innovative programs to assist the poor end the cycle of poverty. The advocacy program addresses issues relating to a variety of family needs such as health care, child care, employment, housing, manufactured housing and utility issues. Advocates educate policy makers and other governmental agencies about these needs and works to impact policy and budget decisions that effect these issues.

Program Description:

Housing Neighborhood forums have identified housing as the #1 poverty issue in the Salt Lake and Tooele County areas. Several areas of need have been identified, and the CAP Board's Housing committee has set future goals to meet the housing needs of low-income residents. Addressing that issue is the full-time responsibility of CAP's Housing Programs: Housing Outreach Rental Program (HORP) HORP maintains a list of 2,000 low to moderate priced rental units in the Salt Lake County area. Support services and/or one-time partial payment for rent or mortgage is provided, when available, to avoid immediate eviction. Homeless relocation assistance is provided in the absence of other resources or assistance. Emergency Assistance Program These funds are provided to families in crisis when the family can demonstrate that a default or arrears (mortgage/rental) was caused by circumstances beyond the family's control, which significantly affected the family's ability to pay. This circumstance must have made them unable to resolve the delinquency within a reasonable time, or unable to make a full payment. "Home" Tenant Based Rental (TBRA) The Tenant Based Rental Assistance subsidy is provided to special needs persons and their families living in Salt County who are mentally ill and/or physically disabled, who are waiting to be approved for a disability income program or subsidized housing, and are in need of supportive housing services to stabilize the household. The amount of assistance that SLCAP may pay to, or on behalf of, the family may not exceed the difference between a rent standard for the established unit size and 30 percent of the family's monthly adjusted income. "HOME" Case Management/Housing Supportive Services for Salt Lake County "Home" Tenant Based Rental Assistance Program The program provides a counseling component and housing supportive services to work with the Salt Lake County "HOME" Tenant Based Rental Assistance Program. The case management counseling component provides budget/money management, and other training. The housing supportive services includes tenant rights and responsibilities training, tenant maintenance, tenant support and referrals to other community resources which increases the special needs family's ability to maintain permanent housing longer. Landlord/Tenant Mediation This program provides landlord/tenant intervention and mediation to prevent eviction. Staff assures that volunteer mediators are available to provide free mediation services for interested landlords and tenants. HOPWA Short-Term Housing Assistance Provide short-term rent/mortgage assistance, emergency utility payments, access to longer term HOPWA housing voucher subsidies, and suitable affordable housing listings for client placement. The program strongly encourages its participants to seek and follow through with HIV related medical care and treatment.
