The Hispanic Community Affairs Council (HCAC) promotes higher education in the Hispanic community through its annual Scholarship Program. The work of HCAC has been and continues to be driven by volunteers. There is no paid staff or consultants. Membership dues help to defray the cost of postage, printing and our minimal operating costs. All donations are used to provide scholarships for Latino youth in Alameda County.
