Mission Statement
HAC has been providing legal services to homeless and low-income residents of Alameda County since 1990. HAC's primary service is intensive advocacy for people with mental disabilities in claims for Social Security Disability benefits ("SSI"). SSI provides an average of $700 a month and comes with medical insurance (Medicaid). It can provide enough to afford modest housing and financial stability to people unable to support themselves through work. Applying for SSI is difficult. It requires correctly completing many complex forms, making it to appointments, having a history of medical treatment to prove that you meet the complex definition of disability established by Social Security, and often waiting two years or more for a favorable decision. Homelessness and mental illness make this process almost impossible - without help, those who need the benefit most fail to get it. HAC's approach involves helping clients win their claims as early in the application process as possible, but we will represent clients at administrative hearings if they are denied at the earlier stages. While their claim is pending, we assist our clients with obtaining shelter, medical care, other public benefits, food, etc. to keep them from losing hope and to keep them hooked-in with HAC during the long wait for benefits. Services are provided by attorneys, paralegals, and trained volunteers (attorneys, law students, psychologists, psychology and social welfare students, community members, etc.)

Ms. Patricia Wall
Profile:
Patricia E. Wall, Esq., is the executive director and supervising attorney of the Homeless Action Center. She has been with the agency for nearly 8 years, during which time the agency has doubled its success rate in SSI claims, doubled the number of legal clinics it holds, doubled its staff size and moved to a much larger, more professional office space. Patricia is a Bay Area native. Raised in poverty herself, she has always been dedicated to defending th rights of the poor. She received her law degree from USF School of Law in 1989. Prior to her work at HAC, she spent years doing public interest and community service work in a number of settings, including her own private law practice.
