What we aim to solve
BCI services are critical to all East Hawaii families because the shortage of primary care providers is a chronic problem in our service area. BCI provides comprehensive primary medical, dental, and behavioral health care for all regardless of income or insurance status. Although our primary target populations are the low-income and uninsured, those not considered low-income with adequate insurance also seek our services due to the extremely limited availability of providers in our service area. The communities located in BCI’s service region are distinctive in their culture, demographics, needs and access barriers. However, in aggregate, these communities experience some of the greatest health care needs and disparities in the State. Collectively, 1 in 3 individuals receives food stamps; 2 of 5 are on Temporary Assistance for Needy Families; and the unemployment rate is 12% with some areas reaching 16%.

Comprehensive Out-Patient Health Care Services
Bay Clinic, Inc. is the largest Federally Qualified Health Center (FQHC) on Hawai’i with 9 sites serving over 22,000 patients annually. BCI is the only safety-net provider serving the districts of Hilo, Puna, and Ka’u, East Hawai’i; a 2,048 square mile region comprising 51% of the island’s land area and 55% of the island's total population.

What is the organization aiming to accomplish?
Bay Clinic's vision is 'empowering our communities to be healthy, happy and sustainable.' Bay Clinic's main priority is providing the best patient-centered health care possible that is easily accessible and available to all. Bay Clinic target population are those who experience the greatest barriers to health care access including little or no health insurance, poverty, geographic isolation, lack of transportation, and cultural and language differences.
Access to affordable, quality, and comprehensive health care care, outside of Bay Clinic's program, remains an issue in our service area. Bay Clinic is vital to ensuring that at-risk East Hawai'i families, and especially children live healthy and productive lives.
What are the organization's key strategies for making this happen?
Bay Clinic achieves this through economically prudent and proven approaches in the development of our capital projects, the implementation and use of Information Technology, and the efficient management of our care delivery model and process improvements. Bay Clinic's strategy to ensure that comprehensive patient-centered health care services are available for all in East Hawai'i include:
1) Continue to focus on CIP opportunities to upgrade existing health center sites, construct new facilities, and develop a comprehensive corporate site in Hilo town, economic hub of Hawai'i Island.
2) Expand pharmacy, primary care, and dental residency programs to further support healthcare workforce development and recruitment in East Hawai'i.
3) Continue to expand partnerships with social services agencies and other health care providers to ensure ease of access and continuum of care and support for our patients.
4) Continue to upgrade HIT system to improve access and quality of care.
What are the organization's capabilities for doing this?
Bay Clinic has been a leader in providing superior health care adapted to the specific and unique needs of our communities for over 35 years. Bay Clinic provides care for the un- and uninsured, immigrant populations, adults, adolescents, persons with limited English proficiency, the homeless, people with disabilities, and substance abusers for more than 35 years.
Bay Clinic providers and staff are recruited from the population we serve or have backgrounds similar to our diverse population. The organization continually strives to be culturally competent with regard to the various ethnic groups who reside in our service area, including the traditional beliefs and cultural nuances that may impede access to care.
Bay Clinic also has long established partnerships with the health and social service providers in our area and state-wide. Bay Clinic networks to connect our patients to necessary services such as food stamps, emergency food sources, and housing shelters to name a few.
What have they accomplished so far and what's next?
Over the past several years, Bay Clinic has expanded access to primary medical, dental, and behavioral health care through: 1) CIPs, 2) streamlining the delivery model, 3) partnering to provide added services to our patients.
Our key accomplishments over the past three years include:
1) Voted Best Medical Facility - East Hawaii, Hawaii Tribune Herald in 2015, 2017, and 2018.
2) In 2018, purchased the facility that houses it Kea'au Family Health and Dental Center.
3) In 2016, opened the new administration office in downtown Hilo - the newly renovated facility provides the space needed for Bay Clinic to centralize its administrative departments and upgrade its business processes to better serve its patients.
4) Established a 340B federal discount pharmacy program with Walgreens in 2015.
