What we aim to solve
Our programs
What are the organization's current programs, how do they measure success, and who do the programs serve?
Continued Care
We offer the necessary support services to successfully transition a child from The House back home and into the community, reducing their time in care. Services include individual and family counseling, regular school checks, activities in the community, referrals to community-based services, and crisis intervention.
Educational Services
The Tilton School is a 12-Month Education Service
The Tilton School is on our Champlin Avenue campus and teaches approximately 120 students how to succeed when returning to community school. It is also certified by the New York State Education Department as a K–8 Special Education residential (853) school providing programs for students with disabilities. Both residential and day service students attend Tilton School.
It is divided into two segments: Tilton East serves students aged 5–13 and Tilton West serves students aged 13–18. Both segments share a computer lab, library, gymnasium, music and art rooms. We also provide occupational therapy, speech and language therapy, and diagnostic evaluations.
Technology and Career Awareness classes are available to students in grades 7–12. The Learning Center (TLC) provides individual tutoring and a study skills class to help prepare students returning to public school.
Intensive Treatment Program (ITP)
Institutional Level of Care for Children ages 6–17 with Negative Life Experiences Identified as "Hard-to-Place" by Service Providers.
The Intensive Treatment Program is certified by the New York State Office of Children and Family Services (OCFS). It provides increased staffing and structure to support effective treatment for children who have suffered chronic stress and adversity and have become "hard to place." The program operates like a regular level Residential Treatment Center but addresses the unique situations of the residents through more specialized programming.
The House provides ITP services in two nine-bed cottages located on the Champlin Avenue campus. Adolescent girls live in Carbone Cottage and pre-adolescent and adolescent boys live in D Cottage.
Residential Treatment Facility (RTF)
Long-Term Psychiatric Care for Boys and Girls Ages 10–19 Who Have Experienced Chronic Stress and Adversity
Our Residential Treatment Facility is certified by the New York State Office of Mental Health to provide long-term psychiatric care for 14 boys and girls ages 10–19. The program is designed to serve youth with a primary psychiatric diagnosis including mood, thought, conduct and personality disorders.
We provide 24-hour nursing care; psychiatric and psychological services; individual, family, and group therapies; milieu therapy; therapeutic recreation; and post-discharge management support. Our facility is on the Champlin Avenue campus in the Schafer Residence building.
Foster Care Program
The Foster Care Program provides homes to children who are unable to live with their birth parents or relatives. Most children are in need of short-term care while their families receive services, and work toward reunification. The Foster Care program is certified by the NY State Office of Children and Family Services (OCFS) and the Sanctuary Institute. Children receiving services range in ages from birth to 21. More than 300 children are cared for in 165 certified or kinship foster homes. The two levels of care are Therapeutic and Regular. Support for foster families is provided in a 12-week orientation training, annual training updates, respite, and ongoing partnership from a skilled foster care team. Foster Care offices are located in Utica and Watertown, NY.
Raise The Age
The goal of this program is to protect offenders under the age of 18 by keeping them out of the adult criminal justice system and treating them in a system more appropriate for a young person. Services for youth focus on education, vocational training, work readiness, and social-emotional and behavioral needs. Additionally, the program will provide intensive aftercare community-based support and supervision.
