UESF's mission is to stabilize housing for families facing a housing crisis by addressing their immediate needs and removing the barriers to long-term stability.

Utility Grant Program

UESF provides financial assistance to low income individuals and families who are facing utility terminations or who have had their utilities shut off.

Population(s) Served

UESF provides direct assistance for oil for low-income individuals and families who are unable to afford the cost of an oil delivery.

UESF works with veterans and veteran families who are experiencing homelessness or are at risk of losing their homes. Our range of services helps them acquire the resources to become stable.

Low-income families with high water usage and high bills often get behind on their bills and face having their water turned off. UESF helps water customers facing these challenges by making plumbing repairs to decrease future water usage and high bills.

When a utility account remains delinquent, it not only threatens a family’s financial stability—it can be the difference between remaining in the shelter system or obtaining permanent housing. UESF helps families exit the shelter system by assisting with their back utility arrearages. With a cleared utility bill, these families become eligible for permanent housing and can move toward housing stability.

UESF is proud to serve as one of the City’s BenePhilly centers where applicants learn about the benefits available to them, as well as critical supports available through community-based organizations.

Since February 2010, UESF has partnered with Philadelphia Works to assist their workforce development clients with utility, rental/mortgage, and security deposit assistance.
