Over five decades ago Summerton was one of five cases that associated with the Brown vs. the Board of Education. Clarendon County initiated the civil rights movement. So education and desegregation is an essential factor in this community. Currently, the pressing issues include the high rate of unemployment, the lack of healthcare, and technology. The Summerton Community Computer Lab is an outreach program that helps individuals to improve job searches and workplace etiquette skills. The lab is designed to help people learn how to use computer and software effectively. The computer lab also provides a place where computer users can access Internet services to conduct research or complete homework assignments at a free or low cost. In the town of Summerton, there is a resource center, but it is not convenient and centrally located near other businesses. The operating hours are not suitab​le for those patrons who need access to the Internet and computers during off-peak hours.

RBA Corporation is aiming to open the Summerton Community Computer Lab (SCCL) project. The mission of the SCCL project is to provide technologies, the Internet, and information services to individuals and families to increase digital literacy, online and face-to-face communication, and economic status through the use of computer techniques and professional development workshops. The SCCL promotes and assists people as they achieve their educational, employment and business goals.

We are preparing citizens in the Summerton local area for their future and making a difference in South Carolina to meet the demanding needs of industries and businesses. We want community members and patrons to use the computers and free Internet service, copiers, scanners, fax machines as they strive to be productive and improve their lives, workplace etiquette, and skills. The RBA Corporation is establishing a computer lab to inform community members of new initiatives from the Workforce Innovation and Opportunity Act of 1998 legislation. The Summerton Community Computer Lab will also notify the board members and community about all partnerships who provides comprehensive career pathways for all of our computer users who create profiles.

Whether the user’s goal is to improve necessary skills, learn new skills, or to search for employment, the Summerton Community Computer Lab can meet these needs through free Internet service and technology. The computer lab is also a way to bridge a gap in this community and allow members to interact and congregate with each other without letting the past interfere with learning and future business endeavors.

The Summerton Community Computer Lab mission is to reach out and provide high technology and quality service free in a small rural area. Offer computer class to help users communicate using technology. This community outreach computer lab will provide a means for an unemployed citizen to look for jobs and complete online applications. The Summerton Community Computer Lab will be available to all community members and patrons in the town near other businesses. The SCCL board meetings will be open to the public.

The primary strategy is to purchase real estate and create a safe, high tech, functional computer lab in the town of Summerton. Conduct at least two public programs annually on computer literacy skills in the computer lab. Promote and support lifelong learning. Open the computer lab during off-peak hours. Collaborate with community partners to support their educational programming goals. Conduct fundraisers and apply for grant funding to accomplish this objective and help computer lab sustain.

Create employment and volunteer opportunities. Develop a summer reading program for youth in collaboration with Clarendon public library. Collaborate with the English Speakers of Other Languages (ESOL) and offer a ​plan to host regular citizenship and computer preparation classes for immigrant adults. Present a least one event annually designed to bring teenagers and seniors together to share interests and to appreciate and celebrate the lives of each other. Provide computer classes for all community members.
