Mission

Neighborhood Housing Services of Camden, Inc. (NHSCamden), founded in 1987, is a 501(c)(3) community housing development and grassroots service organization. NHSCamden strives to break the cycle of poverty and regenerate the distressed community of Camden City by changing the futures of its low to moderate-income (LMI) families and children for the better through financial education. Our mission is to restore neighborhood stability by promoting the benefits of maintaining good credit scores, investing in homeownership, supporting reinvestment, revitalizing and preserving communities through homebuyer education, credit counseling, financial literacy, and economic development in partnership with residents, business owners, government officials, nonprofit and not-for-profit developers, and other stakeholders primarily in the City of Camden and throughout the South Jersey Region.

HOPS

I.Home Ownership Purchase Services (HOPS)A.Pre-Purchase Education and CounselingHomebuyer education services
are offered in English and Spanish through individual counseling sessions and
group settings (workshops). The following is a brief overview of the basic
methods that have qualified NHSC as an accredited endorser and adopter of the National Industry
Standards for Homeownership Education and Counseling.221.Buyer Readiness Workshops
(Orientation): In order to be effective and efficient, it is important that
potential homebuyers and staff have an accurate assessment of the buyer’s readiness
at the beginning of the process. A 2-hour orientation session allows
participants and staff to make this assessment. During this process, the
housing counselor selects a counseling plan that addresses the level of readiness.2.First-Time Home Buyer Express (HBX) or
"FastTrack” Workshops: HBX workshops generally work best for customers
with fairly minor credit obstacles. Usually the obstacles can be resolved
within a month or two. HBX workshops are an excellent way to provide a large
number of “near ready” customers with the information needed to quickly move
them to home ownershibut the material is
spread over a longer period of time, which helps families correct credit
problems or save for down payments and closing costs assistance. HBSCs and IDAs
are more intensive than HBXs and provide useful group and online support. Both
provide useful group support that includes 12 or more hours of individual
counseling and typically run 3 to 18 months.4.Individual Credit Counseling sessions supplement
those individuals who have complex credit issues that need to be resolved in a
private setting over an extended period of time. Summary: A
combination of the above counseling components proves to be the most effective
homebuyer education. HBXs and HBSCs have the potential to develop quality
homebuyers in large numbers that can significantly increase community home
ownership and stability. Additionally, individual counseling (i.e. “private
tutoring”) provides the necessary attention that clients may need to address
their personal issues.B.Post-Purchase Education and
Counseling Services1.Helps new homeowners prepare a 3-year
budget that addresses savings, current and out-year expenses. Each new
homeowner receives our housewarming gift of the Home Depot or Lowes home maintenance
text and is encouraged to attend its fre-quent in-store home repair and
maintenance seminars.2.Delinquency Counseling: individual
counseling is initiated at the request of our clients or lenders within 30 days
of a late payment to prevent foreclosure.3. Forbearance and Loan Modification
Intervention: NHSC’s counselors participate in the prequalification and
negotiation dialogue between the mortgager and mortgagee to prevent foreclosure
proceedings. Counselors determine curable orincurable situations and utilize targeted interventions from “best
practices” matrix.1 &14

The Online 24/7 Homebuyer Education and Financial Literacy Information/Resource Center web-based distance learning initiative that allows potential first-time homebuyers to access financial information at their convenience concerning homeownership, free credit reports, innovative mortgages, and grant programs
offering them down payment and closing-cost assistance. The website is an extension of our onsite HUD-certified counseling program. Through distance learning, first-time homebuyers are able to take our HUD-certified pre-purchase education course in English or Spanish primarily in the City of Camden and throughout the South Jersey Region.

Our Green Initiatives raise awareness of the effects of deteriorating housing stock in the City of Camden where forty-five percent of its homes were built before
1943 and their median age is sixty-one years. It promotes environmentally friendly homeownership that addresses blight and health issues that plague underserved
communities where poverty is often considered the norm. Our 10 nonprofit and for-profit developer/partners often work together with grant programs, tailored mortgages, homebuyer education/housing counseling agencies, and
municipal code inspectors. Their efforts are safety nets for very low to moderate-income (LMI) first-time homebuyers to insure that they are purchasing a long-term investment. Through membership in the U.S. Green Building Council, NHSC supports green initiatives to construct, renovate,
and upgrade homes for resale in a way that saves new home-owners money on energy bills and creates a healthier indoor environment for children and families. We enrich our educational tasks and responsibilities with a whole life- cycle, long-range perspective that promotes public awareness. NHSC supports municipal housing code departments to revisit and reassess “As Is” standards
for their resale housing, primarily in the City of Camden and throughout the South Jersey region.

Good bye blight, arson, and asthma! Through our Home Ownership and Purchase Services "HOPS" Program, NHSCamden strives to bridge the gap between Camden City's minority and majority low to moderate-income LMI residents and the middle class job opportunities filled by suburban commuters with the "pull yourself up by your own bootstraps" acquisition of first-time homeownership. With our financial literacy training, augmented by homebuyer education and credit counseling, our vision is to create 75% home ownership in the City of Camden among its 60,000 low to moderate-income residents and upgrade and/or replace its deteriorating 60-year-old housing stock with environmentally safe and healthy green structures. The hub of our operation will be the Camden Kids Preschool and Community Learning Center that will open in 2015.

Train prospective first-time home-buyers through home-buyer education, credit counseling, and financial literacy and numeracy. Assist prospective first-time homebuyers to qualify for the IDA (2 to 1) savings program and/or the Federal Home Loan Banks of New York and Philadelphia (3 to 1) savings program. Assist in qualifying low-to-moderate income clients for CRA, FHA, and tailored mortgages. Assist in qualifying low-to-moderate-income clients for down-payment and closing costs assistance programs sponsored by local, county, and state governments, and area financial institutions. Increase the rate of promotions and graduations through financial literacy, numeracy, and IDA educational saving programs among public school middle, secondary, and post-secondary students on campus and at other public venues in the South Jersey area. Clarify educational and career goals of post-secondary students at area county colleges through financial literacy and numeracy. Enroll and coach young adults in IDA (2 to 1) and/or Federal Home Loan Bank (3 to 1) savings programs. Assist clients in preserving home-ownership through default counseling by assessing and implementing curable and incurable mortgage situations and interventions Lower the rates of arson and asthma in the City of Camden through a surge of green housing initiatives.

As the City of Camden's designated housing counseling agency to prepare prospective low to moderate-income first-time home-buyers, our certificate of completion (CoC) is recognized throughout the Delaware Valley and qualifies new buyers for income assistance. Or core asset is critical thinking skills to problem solve a myriad of financial scenarios presented by clients. NHSC is an adopter and endorser of the National Housing Counseling Standards and promotes and supports continual upgrading of counseling skills to reach the best outcomes for clients within the constraints of time and funds. Our database that tracks a plethora of client information assists our research to improve performance. Or affiliation with municipal and county developers, for-profit and not-for-profit allows a strong handshake that encircles our region so that quality construction and targeted financial products suit our clients and instill an atmosphere of trust and cooperation among all stakeholders.

We can't outreach all the area public venues that we have scheduled at night and on weekends without hiring more trained and certified HUD housing counselors. Also our 24/7 online portal requires a cottage-monitoring network to facilitate timely responses to our clients. Within the year we plan that our onsite USGBC LEED-certified Green Associate receive his Accredited Professional Certificate and continue our mission to "Green Camden." Hopefully by 2015, we will have constructed The Camden Community Learning Center that will centralize our operations and deliver more focused services in a LEED-certified Platinum designated "energy self-sufficient" green building.
