What we aim to solve
The Greater DC Metro Area is home to nearly 6.4 million people and is a dynamic region with vibrant, diverse communities, unique amenities, and burgeoning industries. But with continued growth and a limited new housing supply being created, the region is facing a growing housing crisis, particularly for Low-Income Families and communities. Housing is key to reducing intergenerational poverty and increasing economic mobility.Founded in 1989, APAH originally focused on Arlington County until our 2018 strategic plan expanded our service area to focus on the metropolitan Washington region more broadly. The DC Metro area has an affordable housing crisis. APAH continues to work to create new affordable apartments and provide an opportunity for our residents to live in dignity as valued members of our local neighborhoods. Funding will support resident programming for the more than 4,600 residents that call APAH home.
Our programs
What are the organization's current programs, how do they measure success, and who do the programs serve?
Development of affordable rental housing by acquisitions, redevelopment, renovation
APAH develops and owns rental apartment buildings in order to preserve them as safe, quality affordable housing for low-and moderate-income individuals and families. These upgrades not only improve the interior and exterior condition of the buildings, they also enhance the neighborhoods in which the properties are located. We provide services and support to enable people to move into or continue living in one of our apartments. Anyone can call us to receive information and referral related to housing, employment, education, or other human service-related needs. We provide resident programs at our properties. APAH partners with organizations to serve persons with mental and physical disabilities and the formerly homeless.
Resident Services Programs
APAH's bilingual, onsite resident services program is a collaborative model embracing best practices to help APAH individuals and families to increase their personal and financial stability, improve their physical well-being and build a caring community. We do this through individual intervention and counseling to assist our most vulnerable, at risk population and through resident services programs that directly address resident needs and assets.

What is the organization aiming to accomplish?
APAH is committed to providing service-enriched housing. Our resident services and programming are targeted to meet the diverse needs of the families living in our properties and are implemented in collaboration with community nonprofits. We are also known as a pioneer in permanent supportive housing. We bring a mission-focus to our work, providing services and programs to stabilize and enhance the lives of residents.
Residents receive more consistent, personalized, and adaptive care from the onsite coordinator providing essential information and referral services. When conducting initial resident assessments, the coordinator identifies the following conditions,
i. job and income loss
ii. senior isolation
iii. food insecurity
iv. personal mental health needs
v. digital connectivity needs
vi. fear, and uncertainty related to current events such as COVID-19, rent, and public charge.
APAH's Resident Services focus on four pillars: workforce development, family and financial stability; educational support and enrichment; and health and wellness.
Resident Services' strategic goals aim to support residents, enhance current services, and lay the foundation to serve APAH's future residents.
Programmatic offerings are adapted annually for the ongoing needs of residents. In 2022, APAH provided homes to more than 4,800 residents across 2,320 apartments in 20 communities. Funding will support the overall Resident Services programming that in 2022 served 50% of all residents.

APAH makes a lasting impact on the lives of our residents and the Arlington community. We marry best practices in affordable housing development with a deep commitment to the local community to preserve, build and advocate for affordable housing and, through partnerships and programs, to increase resident stability and provide opportunity.
APAH's best practices, collaborative resident services program model increases stability of residents through proactive eviction prevention and programs focused on workplace skills, financial education, well-being and community engagement.
APAH contributes to Arlington's economic vitality by leveraging local funds 3:1 with each new affordable housing development, paying real estate taxes and providing amenities that make the neighborhoods surrounding our properties more walkable and multi-modal.
What have they accomplished so far and what's next?
The need for affordable housing in Arlington has never been greater. True to our mission, APAH works in partnership with Arlington County to increase the supply of committed affordable housing, but we have much work to do.
The amount of affordable housing available in Arlington County continues to decrease. APAH has plans to nearly double our portfolio over the next five years, so we can serve more than 6,000 people. We are also working to expand our footprint to a larger, more regional service area to have a greater impact on our low-income neighbors.
APAH's own experience underscores this dire need. APAH had over 3,000 people apply to live in the 122 units at Arlington Mill Residences. We currently maintain a property-wide waitlist of 500. Our properties have a 98% occupancy and 20% turnover, much lower than market rate apartment communities.
