What we aim to solve

NARA continues to diversify funding streams in support of regulators and licensing professionals, while increasing the quality and quantity of services, supports and professional development opportunities. IN 2024 and 2025 we will be dramatically increasing the scope and accessibility of professional development opportunities, including credential certifications. We are also standardizing our training protocol for our independent consultants.

Training & Consulting Services

NARA contracts with states, Canadian provinces and countries to produce on-site training that focuses on the Licensing Curriculum leading to the NARA Level 1 Credential for regulators as well as specialized and in-depth training related to investigation and regulatory topics. The training provides new and advanced regulators with a thorough background of what it means to be a regulator, how one regulates to ensure the providers protect the health, safety and welfare of children and vulnerable adults in care, and further provides a blueprint to the collection of evidence and preparation for success in administrative hearings or reaching settlement agreements that lead to compliance. These services enhance and refine the delivery by states, provinces and countries of licensing services by regulators to providers. NARA offers agencies in-depth consulting services tailored to specific needs such as:
Training that focuses on the Licensing Curriculum leading to the NARA Level 1 Credential for regulators as well as specialized and in-depth training related to investigation and regulatory topics.
Development of interpretive guidelines for licensing rules
Manual development or revision (e.g. for policies, procedures and rules)
Best practices training
Facilitation
Needs assessment
Workload assessments
Review of administrative policies and procedures and licensing enforcement systems
Design and implementation of efficient licensing measurement systems and automation systems, such as key indicator systems
Operational analyses of the licensing program
Review and revision assistance with licensing rules
Research; and assistance with strengthening licensing within quality rating systems
Inter-rater/inspector reliability training

NARA aims to continue expansion of the Regulatory Professional Credential, the Key Indicators System (KIS) project to increase quality and consistency in the licensing field, creation of a Leadership Credential and releasing additional courses both in-person and online from our Licensing Curriculum.

NARA Goal Statement 1: Be recognized as the voice of the human care regulatory field.

NARA Goal Statement 3: Be a fiscally sound, sustainable professional association.

NARA continues to build and develop partnerships at the state/provincial and national levels to increase participation in these programs. NARA contracts with state, federal, provincial and tribal agencies to provide professional development and consultative services to support the adult care, child care and child welfare regulatory industries.

NARA is an organization that was founded by regulators, for licensing professionals. Many of whom are still involved in our committees and have maintained their memberships with the association. NARA members represent the field at all levels and serve tirelessly on special and ongoing committees to support our work in pursuing and attaining these goals. In addition, NARA transitioned to in-house staff versus the use of an external Association Management Company (AMC) in 2022 to staff the association and provide dedicated focus on NARA's unique needs in order to increase and sustain success.

So far NARA has continued to increase participation, with updated resources on the website and restructured web pages that are more user friendly. The renewal process for the National Regulatory Professional Credential (NRPC) is in the final stages of development. This includes the creation of four (4) additional courses from our Licensing Curriculum.

Expansion of the Key Indicators project is ongoing. NARA is seeking partnerships with foundations to support this work and implementation in additional states and provinces. NARA has been expanding Key Indicators into Child Welfare and Adult Care services.
