THE PURPOSE OF THE FUND IS TO SUBSIDIZE THE AMOUNT A CONTRIBUTING EMPLOYER PAYS FOR FRINGE BENEFITS AND WAGES IN ORDER TO AID COMPETITIVENESS IN OBTAINING CONTRACTS WHICH OTHERWISE MAY BE LOST TO NON-UNION CONTRACTORS.
