From the beginning, NVOP has accomplished its mission by advocating for improved care and services for veterans of the Vietnam era, and it has evolved over the past four decades to be at the forefront of services for post-9/11 veterans and other service members transitioning to civilian life.

Texas Veterans Outreach Program

A state funded program that focuses employment and training assistance on those generally described as "hard-to-serve" including the disabled, those recently discharged that experience readjustment problems, homeless veterans, and veterans with other challenges to employment such as substance abuse history or formerly incarcerated veterans. Services provided include case mangement/counseling, referral, job placement and various support services, i.e. housing, medical or dental referrals, legal referrals, and other services essential to stabilizing the client so that they may be assisted with job placement assistance.

SSVF, funded through the Department of Veteran Affairs, is a program designed to assist very low-income veteran families in obtaining permanent housing. NVOP operates SSVF programs in both San Antonio and El Paso.

NVOP’s Rapid Rehousing program, funded through a grant by the U.S. Department of HUD, reaches out to help homeless veterans with families find suitable and stable housing.

The TWCP program, funded by the Texas Workforce Commission, offers homeless and unemployed non-veterans the life skills training, employment readiness training, résumé workshops, and education upgrade training needed to move off of public benefits and into regular employment. Through the program, NVOP has placed hundreds of individuals into jobs in industries such as security, hospitality, retail, and construction.

The American GI Forum National Veterans Outreach Program (NVOP) stepped forward and accepted the challenge on behalf of homeless veterans. The renovation of a former warehouse to create 80 transitional beds and 60 single room apartments (SRO’s) was a multi-million dollar “challenge” that was accomplished through the leadership of the NVOP, and the invaluable financial support of the U.S. Department of HUD, the Department of Veterans Affairs, the USAA Foundation, and the City of San Antonio. The American GI Forum NVOP also provided approximately one-third of the construction funding of the facility.

Over the past 46 years the American GI Forum has established a glittering reputation of administrative professionalism and accountability, and a sterling reputation for innovation in developing services meeting the contemporary needs of the veterans of today. In 44 years the NVOP has never been cited for any disallowed expenses on its annual independent audits, and it has received such accolades as the Regional Award for Cost Effectiveness from the U.S. Department of Labor, selected as a national Best Practice model by the National Coalition for Homeless Veterans, and awarded the U.S. Department of HUD Blue Ribbon award for innovation in economic development when it created the Veterans Enterprises of Texas (VETS) box manufacturing company that created jobs for disabled individuals.

NVOP is currently working on the replication of its successful program models in new geographic regions in Texas and the United States.
