Mission

The mission of BCL of Texas is to Build Strong Communities. BCL of Texas supports communities of color to acquire wealth-building assets such as homeownership and entrepreneurship, with the financial tools and education necessary to optimize positive economic returns. We serve individuals, families, and small business owners, with an emphasis on diversity and underserved communities.

During the next five years BCL will prioritize resources and strategies based on an equity focus. FINANCIAL CAPABILITY

Our Financial Capability coaching and classes help individuals and families to achieve their personal financial goals as they work to achieve their dreams and build assets. This service focuses on budgeting, credit building, debt reduction, and saving.

Our 5- year plan guides our goals and strategy looking to the future. We'd like to share some highlights of our 2021-2025 plan via our website, https://bcloftexas.org/contact/publications.

We do this through Entrepreneurship, Lending, Homeownership, Community Development

BCL has a thirty-year track record of success. BCL has remained diligent in its focus of
People, Place and Purpose. BCL delivers customized solutions and practices collaborations that
create a strong foundation for the future. But we must not lose sight of the present-day
economic recession that has plagued cities across America and Texas due to the pandemic COVID-19.

BCL’s capacity to diversify its lending and ability to effectively launch new loan products
makes us a prime small business collaborative partner with big banks and has resulted in over
$32 million of investment from large national banks, foundations, and federal funders for BCL to
serve as an intermediary lender. Relationship building with a broad network of resources is
critical to impacting positive change across the BCL service region. Collaboration requires mutual
respect, trust, transparency, clear and common goals, and commitment to strong positive results.

BCL has a diverse loan portfolio of business, mortgage, consumer, and community facility
loans. BCL commits to financial sustainability and provides financial counseling to individuals,
families, and businesses to ensure financial readiness and loan repayment success.

BCL is the most diverse statewide Community Development Financial Institution (CDFI) in Texas. In 30 years BCL has funded a combined 13,000 loans for businesses, families, and consumers. Over 36,000 individuals have benefited from BCL’s work. Whether it is achieving homeownership for families, growing local small businesses that create jobs and contribute to the local tax base or building personal assets for modest income families, BCL’s work is impactful.

BCL of Texas is one of 559 CDFI’s in the U.S. BCL actively seeks strategic opportunities and
enterprise capital to reach underserved low-moderate income persons of color. For thirty years,
BCL has practiced a standard of excellence that includes high performance, return on investment
to build sustainable communities. Adapting to tough challenges brought on by disasters and
economic recessions is standard for BCL of Texas. Over 30 years, BCL has demonstrated the
capacity to launch proven delivery models to solve crisis circumstances. As we project beyond
2020, we must acknowledge that COVID 19 pandemic and the mandatory business lockdowns
have created a severe and daunting economic recession. BCL has the fortitude to persevere. We
accept challenges and are steadfast in creating and seeking opportunity throughout the next five
years. BCL will keep its promise to each of our customers. We're here, we're open, and we're
ready to continue to do the work we were founded to do.
