Mission

The Veterans Northeast Outreach Center was founded in 1985 to address the needs of Veterans and their families throughout the Merrimack Valley. The Center offers information, referral, advocacy and support to the 36,000 Veterans who live in the valley. In 1997, the VNEOC expanded its services to Veterans by opening a transitional housing program, The Veterans Mansion, to serve homeless Veterans. The Mansion serves 22 homeless Veterans who can benefit from a sober, supportive, working environment as they make their way back to the mainstream. The VNEOC has grown over these past several years, responding to the needs of the Veteran population by providing a wide range of direct and indirect services such as a clinical individual and group counseling, case management, employment support services, emergency food supplies, and a large referral base. The VNEOC has also enjoined with the local VA hospital to develop a network of services dedicated to the needs of the aging Veteran population. The leadership of the VNEOC is comprised of a volunteer Board of Directors who are primarily Veterans and leaders in the community, the Executive Director, and an Assistant Director.

Housing (including SSVF)

The mission of the Veterans Northeast Outreach Center centers on our housing programs. The Outreach Center serves as a regional center, with staff working with area Veterans and their families who are in need of information, referrals, support and assistance with, but not limited to: Veterans benefits, housing, medical care, counseling, community services, discharge upgrades, advocacy, educational benefits, and peer support. The VNEOC also offers a number of specific outreach components, and clinical services. Secondly, the VNEOC also offers a continuum of housing options for homeless Veterans and Veterans at risk of becoming homeless.

The TIP Program was established in Methuen & Lawrence, MA in 2018. We strive to provide a positive, self-sustaining, physical and social environment where Veterans start their transition to permanent housing while living in one of our apartments.

Veterans in the TIP Program work on securing employment and education, achieving financial stability, maintaining long-term sobriety, achieving their mental and physical health goals, and establishing an independent, self-sufficient, and successful lifestyle. It is expected that Veterans will transition-in-place in approximately 6 to 12 months by taking over the lease of the apartment they are already residing in.

TIP is transitional housing with a maximum stay of 24 months. Extensions may be granted after 12 months on a case-by-case basis. As Veterans assume responsibility for the housing and program services end, the units are replaced to continue providing the service to other homeless veterans.

This 30-90 day transitional program is meant to help homeless veterans successfully achieve permanent housing.

Case Management Services: Individualized Service Plans (ISPs); Housing Searches and Application Assistance; Access to Benefits and Other Resources; Healthcare Referral Assistance; Coordination with Employment and Educational Services; Assistance with Maintaining Sobriety; Continued assistance in access to specialized healthcare, specifically in the areas of substance abuse and mental health counseling.
