Mission

NCL’s mission is to advance adult education, family literacy, and English language acquisition in the United States by increasing public awareness of the need to increase programs and funding; by promoting effective public policy; and by serving as an authoritative resource on national adult education issues. We envision a nation in which all adults are able to fulfill their potential and meet their goals through accessing high quality adult education and literacy services provided by an integrated and well-developed system.

Ensuring Adult Learner Representation in Implementation of the Digital Equity Act

The Digital Equity Act was signed into law in summer 2021 as part of the Infrastructure Investment and Jobs Act. DEA is intended to address inequities in access to broadband by promoting development of physical and human capital infrastructure in unserved and underserved parts of the country. NCL's advocacy seeks to ensure that adults with literacy skills development needs are represented in the planning and implementation stages of the funded projects. A substantial proportion of these adults are members of underserved minorities, residing in communities where digital access is limited or nonexistent.
