Mission

Serving those most in need in Ulster County. Our program services are designed to respond to changing community needs: to strengthen families, to foster opportunities for education and training, to increase employability, to initiate opportunities for work, to reduce the living costs of the economically disadvantaged so that they have more resources to meet their basic needs, and to respond to emergency needs that are often a condition of living in poverty.

Programs and results

What we aim to solve

UCCAC currently serves low-income residents in Ulster County with a HeadStart/Early HeadStart childhood development program, helps with energy conservation and affordability with Weatherization and EmPower programs, and addresses many human service needs including access to food, housing, employment, medical services, and others with our Outreach programs. We also run Outreach programs in Sullivan County. Our 2023 Community Needs Assessment Report showed that there continue to be unaddressed needs and underserved populations in Ulster County, including seniors, children ages 0-5, single parents, substance abusers, and youth. Residents noted a continued lack of adequate access to food, affordable housing, childcare, transportation, and senior services. Therefore, we hope to expand our current service programs in Ulster County and to introduce new services into Sullivan County. We are searching for new donor sources, as most of our current funds come from Fed'l/State programs.

HeadStart/ Early HeadStart

Our Early Head Start and Head Start programs provide opportunities for social, emotional, physical and cognitive development to pre-school children, and are aimed at increasing their access to effective learning and early development tools, as well as providing daytime care so that their parents can be gainfully employed. Services also include comprehensive health, nutrition, dental health, and mental health screening and care. Family support includes parent education and engagement, family goal setting and referrals, and support to families in obtaining services for children with special needs.

WEATHERIZATION is a residential energy efficiency program that reduces energy use. Homeowners and renters may be eligible to receive free upgrades to their homes to make them safer, more comfortable and energy efficient.
EMPOWER is an energy-efficiency program for tenants and homeowners, funded by the New York State Energy Research Development Authority (NYSERDA). Empower is designed to help low-income households reduce energy use and costs using cost-effective Electric Reduction (ER) measures such as lighting, refrigerator and freezer replacements, and Home Performance (HP) strategies.

OUTREACH addresses the needs of our low-income community by providing a wide range of services. These include providing emergency food, temporary shelter, rental assistance, fuel & utility assistance, and help with finding employment.

UCCAC aims to improve the lives of Ulster and Sullivan County, NY residents and to make our community a better place in which to live. Our programs are designed to empower people through community programs & partnerships that promote individual & community enrichment without fostering entitlement or dependency relationships.

We are dedicated to assisting the disadvantaged in our community, including the poor, seniors, families, women and children, and people with disabilities in order to enable them to live in dignity. Our services are designed to increase self-sufficiency and help our clients to meet their basic human needs adequately.
