What are the organization's current programs, how do they measure success, and who do the programs serve?
Various programs supporting stable housing
1. We administer the federal Section 8 Housing Voucher and Moderate Rehabilitation Programs for the Erie County PHA Consortium and the City of North Tonawanda PHA. These programs provide rental assistance for over 4000 tenants and involve fiscal responsibility for payments to property owners exceeding twenty million dollars. 2. In 2002, Belmont Shelter Corlocated in Brocton, NY; Islandview Apartments, Grand Island, NY; Ellicott Place, City of Buffalo; Townview Apartments, Town of Lancaster, Niagara Village Apartments, located in the Town of Wheatfield, and Seneca Woods in West Seneca. 4. We administer the City of North Tonawanda's housing rehabilitation programs. 5. We are owners of five complexes that were developed under the Low Income Housing Tax Credit Program (LIHTC), and we provide LIHTC development consultation, as well as eligibility and application consulting. 6. We are the management agent of many properties, several of which we also developed. Management of these complexes requires the special knowledge of the following programs: HUD 811 and 202, FmHA 515, Low Income Housing Tax Credit, NYS Housing Trust Fund, Turnkey and bonding programs. 7. We monitor compliance with grant conditions for our Local Program Administrator Housing Trust Fund program. The program involved purchase, rehabilitation and resale of one to four-family units to low-income persons who rent to very-low income persons and created three owner-occupied and five rental units. We also monitor compliance with grant conditions on two two-family homes that we acquired, rehabilitated and resold through the NY State Affordable Housing Corporation. 8. We are a Family Self-Sufficiency Program provider. 9. We are the Administrator for a NYSDHCR HOME Program in Livingston County. 10. We provide short and long term counseling to lower income families who want to become homeowners. 11. We provide rental counseling to lower income families. 12. Through one of our related companies, New Opportunities, we work with the Towns of Amherst, Cheektowaga, and Tonawanda to provide first time home buying programs. 14. In 2002, Belmont became the first area organization to take advantage of the Dollar Home Program through the Erie County Department of Environment and Planning by purchasing, rehabilitating, and selling a 2-family home in West Seneca. Belmont Shelter Corwho is the Chief Executive Officer, is directly responsible for operations and carrying our all orders and resolutions of the board. The corporation is organized into five activity areas: Finance and Administration, Housing Development, Housing Programs, Office of the President, and Property Management.
