Mission

The primary purpose of the Amateur Radio Safety Foundation is to provide for the formation, training, maintenance, and testing of volunteer licensed amateur radio emergency services and networks using state of the art communications technology. These services and networks to serve the general public by facilitating emergency, health, or welfare communication in times of disaster or other communications emergencies.

Daily operational and development costs of the Winlink Global Radio Email®️ system are rising as worldwide internet and data center use become ubiquitous. As a public benefit corporation, ARSFI aims to fund the costs of the project, manage the intellectual property developed for public benefit, and promote and manage the talent contributing technical expertise.

Fund daily operational costs of the Winlink Global Radio Email®️ system. Build an endowment to fund the Winlink Global Radio Email®️ system into the future. Manage ARSFI intellectual property for long-term Public Benefit. Promote technical contributions from talented individuals. Promote growth of the Winlink system's use.

Promote voluntary user registrations of client software for the Winlink system. Solicit charitable donations to ARSFI through the ARSFI and Winlink web sites. Maintain ARSFI ownership of intellectual property used in the Winlink system. Invite talented individuals to perform specific work tasks on Winlink sub-projects. Promote knowledge and training of Winlink's capabilities, benefits, and use among Civilian, Government, and Military Emergency Managers, and the licensed amateur radio operators who supply most operational services.

High-availability and highly-used web sites for information, technical support, operation and training. Long-time volunteer staff of key software developers, IT specialists and system administrators. Technical user base of tens of thousands from which volunteers are recruited. Twenty-year evolving base of software technology on which to build.

The bills get paid in a timely manner. Endowment funds increase. Maintenance or growth of system usage levels. Growth and physical dispersion of worldwide gateway radio stations. The Winlink system evolves in step with new data and data communications standards, and to take advantage of state-of-or-the-art radio technology; new features demanded by users become operational.

Donation levels meet current operational costs and provide a surplus for an endowment. Current efforts to operate, administer, and promote the Winlink system are adequate to meet goals, except for finding appropriately skilled and talented individuals willing to contribute development time and effort as a volunteer. Future needs may need to be met by paying contractors to accomplish certain sub-project goals.
