What we aim to solve
Our programs
What are the organization's current programs, how do they measure success, and who do the programs serve?
Low Income Home Energy Assistance (LIHEAP)
Low Income Home Energy Assistance Program (LIHEAP) allows individuals meeting various income qualifications to apply for heating bill and energy crisis assistance. Benefits are from the federally funded Department of Health and Human Services
Weatherization Assistance Program (WAP)
Reduces energy costs for low–income households by increasing the energy efficiency of their homes, while ensuring health and safety.
PACO’s Technician Associates use computerized energy audits and advanced diagnostic equipment to determine the most appropriate cost–effective measures for each home.
On average, annual energy costs on a home can be reduced by $413 or more after being weatherized.
Senior Services Program
A cultural sensitive environment for senior citizens, the PACO Senior Center provides one-on-one assistance with the often complicated and confusing process of accessing Medicare, Medicaid and other public and private benefit programs. The seniors also receive information on how to become safety minded and aware of the latest snares and scams frequently practiced on our seniors. Staff often do home visits and or will accompany them to different agencies and assist them attaining the service they need. Priority is given to elderly individuals who reside in Jersey City, elderly with greatest economic need, older individuals with disabilities and older persons with limited English speaking ability.

Lead Safe Program
PACO to provide lead-safe repairs and support energy efficiency in residential units built prior to 1978. Eligible units include one- and two-family owner-occupied and rental units. The purpose of this program is to identify and remediate lead-based paint hazards via interim controls to prevent elevated blood lead levels in children and pregnant women. Interim controls are defined as a set of measures designed to reduce temporarily human exposure or likely exposure to lead-based paint hazards, including specialized cleaning, repairs, maintenance, painting, temporary containment, and the ongoing monitoring of lead-based paint hazards or potential hazards.
