Vision Statement: York County Literacy Council, a premier provider of adult and family literacy services, is the lead agency in the effort to end illiteracy in York County, PA. With a focused Board of Directors, dedicated volunteers and compassionate and efficient staff, YCLC is considered a force multiplier and respected partner assisting our clients in achieving their goals and transforming their families' futures.

Adult Reading Program

Adult Reading Program assists English speaking adults to improve their reading, writing, spelling, math, computer and study skills. Students may be placed in a class, from basic literacy instruction to High School Equivalency classes, or matched with a trained tutor for instruction.

Population(s) Served

The English as a Second Language (ESL) Program serves diverse members of the York Community, with over 60 countries currently represented. The program offers classroom instruction in both York and Hanover, with pre-literacy, beginner, intermediate, and advanced levels. One-to-one tutoring is offered, when available. The focus of the ESL program is to improve conversation skills, speaking, listening, reading, and writing skills.

The Next Step Program assists students in taking the next steps towards achieving self-sufficiency. Next Step Program connects students with; employment opportunities, continuing and higher education, resources to attain US Citizenship/Naturalization, and/or personal goals that lead to a career independent of the social services.

The Family Literacy Program offers educational support and programming for parents and caregivers to understand their role in supporting their children's education and academic achievement.

The Literacy in the Workplace program helps incumbent workers with communication, language and literacy issues hampering them in the workplace. This program is offered to employers who recognize the challenge of diversity in the workplace and seek to improve communications.

* The Adult Reading Program goal is to offer the basics to improve reading, writing, spelling, math, computer and comprehension skills as well as multi-level classroom instruction to pass the High School Equivalency exam (GED or HiSET) and earn their High School Equivalency Diploma (HSED). For many of these students earning a HSED is a crucial step in obtaining employment.

* The English as a Second Language (ESL) Program goals is to help adults who do not speak English as their first languages learn how to read, write, speak and understand English in everyday life situation so that they may become productive members of the York community through employment, continuing their education and for parents to be able to communicate with their children's schools.

* Next Step Program goal is to offer York County Literacy Council clients support services that are a crucial part of their success. These services are adapted to the individual client's goals and may include; referrals and assistance with finding job openings, writing resumes, interviewing effectively, applying to continuing education, finding resources to pay for tuition, fees and other expenses in pursuing skills development or job training, obtaining a driver's license, pursuing US Citizenship, and navigating healthcare.
* Family Literacy Program goal is to offer the appropriate support and programming for parents to realize the importance of their role in supporting their children's literacy and learning. Parents are given strategies to help their children succeed in school, methods for communicating with school personnel, understand their child's report care and helping with homework.

* Partnerships goal is to enable York Council Literacy Council to extend program outreach by partnering with community organizations and businesses. Citizenship Ready is a collaboration offering citizenship instruction in a comprehensive manner. York City Parents ESL classes help reduce parents' dependency on their children to translate. York County Literacy Council Workshops and Presentations gives the students exposure to resources available in the community as well as lessons in health, financial, and workplace literacy. York County Literacy Council engages volunteers, college students to retirees, a community resource that to bring fresh and new ideas to the Literacy Council.

The Literacy Council Board of Directors is responsible for strategic planning: an organization's process of defining its strategy, or direction, and making decisions on allocating its resources to pursue this strategy.

YCLC's strategic plan for July 1, 2016 to June 30, 2019 outlines the quality, growth, people and organizational sustainability/finance.

Creating opportunities and transforming lives by providing a second chance for hard working adults who want to better lives for themselves and their families has been the York County Literacy Council's mission for 40 years. Maximizing resources has been a critical factor in York County Literacy Council's 40 year long-term success. York County Literacy Council financial management has sustained the organization by capitalizing different funding sources.

The Literacy Council also utilizes community volunteers to handle tasks at all levels of the organization. Employees have responsibility to ensure high quality recruitment, training, supervision, support and recognition of our volunteer colleagues in order to serve our students.

York County Literacy Council measure the success based on the accomplishment of students obtaining their goals. The student's outcomes are broken into: economics, educational, family, social, financial, and health literacy. During the program year, the student's progress is monitored and the yearly data is reported. The impacts for 2015-16 program year were:
952 Economic Goals which include improving job readiness skills, entering, improving or retaining employment.
129 Education Goals which include earning a high school equivalency diploma, entering post-secondary education.
719 Family Goals which include helping children with school work, reading to children.
236 Social/Community Goals include becoming U.S. citizen, voting, volunteering
1,218 Financial and Health Literacy goals

Based on the three year strategic plan for Program Years 2016 to 2019, the overarching strategic plan goal is to enhance our programs. These goals include expanding current programs to include career pathways and workforce development, i.e. providing Citizenship and Integration class for students in York and Hanover and Nurse Aide Training; having well-equipped classrooms with smart boards and increasing web-based education; expanding partnerships; and increasing staffing and providing educational tools and training to instructors, tutors and staff. To implement these goals, York County Literacy Council needs to build capacity: the ability of York County Literacy County to fulfill our mission in an effective manner.
