What we aim to solve
The Florida Housing Data Clearinghouse provides data on housing affordability by County. In 2015, 26,942 households in Indian River County were headed by a person age 65 or older. To be considered affordable, a household must pay less than 30 percent of its income towards housing. In 2015 in Indian River County, 8,631 elderly households paid more than 30 percent of their income for rent or mortgage costs. These figures are staggering and demonstrate the significant need for affordable housing specifically for the elderly in Indian River County. Residents of SFM are former teachers, city lifeguards, military veterans and other service providers. Many were the working poor now living on less than $1,000 per month, most of that derived from Social Security benefits.

For more than thirty years, St. Francis Manor has been able to sustain itself through rent income and donations. No state or federal funding is provided. St. Francis Manor provides low cost housing for almost 121 senior citizens.

In 2018, St. Francis Manor opened the doors to 18 one-bedroom apartments, increasing the availability of housing by 20%

What is the organization aiming to accomplish?
Floridahousingsearch.org and Indian River County report the following affordable housing options for seniors in Indian River County: Lexington Club at Vero Apartments, River Park Place, Villas at Vero Beach, By The River, and Sunset Apartments. Most of these complexes have contract rent in the $600-$700 range, as compared to SFM's rent in the $300 range. Gardenia Gardens and Orange Blossom Village are public housing communities reserved for seniors considered Very Low-Income, as defined by HUD. Together, these two complexes represent only 160 units, not sufficient to meet the needs of the large, cost burdened senior population in the area. At this time, SFM is not aware of any other properties being constructed that will offer affordable, rental housing for seniors.
With the construction of 18 new one-bedroom apartments, St. Francis Manor has increased the number of low income senior apartments by 20%; however, the waiting list at The Manor is more than 80 senior citizens.

St. Francis Manor has just increased the number of apartments on its property by 20% with the addition of the 18 one-bedroom apartments.
What are the organization's capabilities for doing this?
St. Francis Manor has hired a part-time Communications & Development Coordinator to increase fundraising, lead the special events and complete the Capital Campaign.
What have they accomplished so far and what's next?
There is 100% occupancy with more than 80 seniors on the waiting list for apartments. The Capital Campaign is nearing completion with an increase in revenue. One new fundraiser has been added and the annual fundraiser revenue has increased. New grants are being researched to help with the major capital expenses and a planned giving program is being created.
