The mission of the Lycoming County SPCA is to protect all domestic animals by providing shelter, emergency treatment, investigation and prosecution of cruelty or abuse complaints, adoption and counseling, education programs. and humane care throughout Lycoming County.

What we aim to solve

The biggest challenge is to end euthanasia. We can do this through spaying and neutering and end pet-overpopulation. This is achieved through financial assistance for pet owners, and through cruelty investigations where uneducated individuals allow unchecked reproduction of their animals.

What are the organization's current programs, how do they measure success, and who do the programs serve?

Low Income Spaying and Neutering

Financial assistance for low-to-moderate income pet owners to spay or neuter their pet.  Applicants are required to complete the application, bring proof of income and photo ID.  Dogs require proof of Pennsylvania dog license.  There is a sliding scale co-pay from $0 t $30 based on income.  Income must be less than $35,000 per year.

Two Humane Society Police Officers respond to every call regarding cruelty, abuse, and neglect.  Officers investigate approximately 600 new cases every year and perform re-check visits on over 400 of those cases.  As a result of investigations, 413 animals were seized.

The SPCA found homes for 612 dogs and puppies, 397 cats and kittens, and 164 other small animals.  Forty five animals were rehomed through rescue networks.  We returned 481 animals to their owners and reunited many more through our lost and found system.

Pet owners receive cremation of their beloved pets and also have the opportunity to retain the remains. A pet cemetery is available on the SPCA property.

End the euthanasia of unwanted animals due to overpopulation through effective spaying and neutering and TNR.\r\n\r\nPrevent the surrender of pets due to training issues.

Provide financial assistance to low to moderate income individuals to spay or neuter their pets.\r\n\r\nInvestigate hoarders and provide assistance to limit the numbers of animals through TNR.\r\n\r\nProvide training classes to individuals rather than have them surrendered to the shelter.\r\n\r\nEffectively evaluate animals to match the animals temperament to the family environment.\r\n\r\nExpand children's programs to include a summer camp.

Coordination with Beckoning Cat Project, a low-cost spay neuter clinic for effective spay/neuters.\r\n\r\nHumane Officers are reaching out to provide assistance to hoarders rather than seizure of animals and arrest of the hoarder.\r\n\r\nAn on-staff dog trainer to provide training classes for the public and volunteers, and on site evaluation of shelter dogs.\r\n\r\nCoordination with a local teacher to develop a summer program for children to learn about animal care.

We have already significantly reduced the number of cats that are euthanized due to lack of space by accepting cats by appointment and keeping a waiting list for incoming cats.\r\n\r\nWe ran out of funding to help with spaying and neutering after ten months. We hope to find more revenue by seeking grant opportunities.
