Legislation Advocacy

MOMMA is working hard to get an incentive program back on the books to attract production to the state of Missouri. At this time, there are no tax incentives in Missouri, while over 35 other states have programs to offer production companies.

UPDATE: In the 2019 Missouri Legislative session, we have sponsors for a film incentive bill in the House and the Senate. We will update this page with information as we have news on the progress of the Missouri Film Incentive legislation.

Without a program we miss out on job creation and projects that impact Missouri in the millions. Join us to be a guiding force behind making Missouri competitive for film and television projects.

Population(s) Served

The U.S. entertainment industry is concentrated in New York City and Los Angeles—while a cluster of smaller hubs are scattered in states and cities throughout the country. Missouri has more than 11,000* professionals working in the motion picture and commercial production industry. Its colleges and universities offer 38 film and digital media programs to future industry and community leaders. Entertainment is a manufacturing industry that serves as an economic driver in both the short- and long-term. But tight production budgets require producers to search for the most cost-friendly filming locations, and incentives help secure these productions. In turn, these productions secure jobs and dollars.

MISSOURI STORIES GOING TO GEORGIA
Over the last 12 years, Georgia has seen a steady increase in direct spend from $67.7 million in 2007 to $2.9 billion in 2019.(1)

“The Peach State remains the Hollywood of the South, and companies across the globe have Georgia on their minds as a great place to invest, expand, and relocate. I applaud our economic development team for their tireless efforts to ensure Georgia remains a leader in job growth and the standard for a pro-business environment.” -- Governor Brian Kemp

Consumption of film and television continues to grow and to bring those films and television shows to consumers companies like Netflix, Amazon, HBO, FX and more are spending millions of dollars of investment producing content at a high rate. With this need comes jobs, economic impact and residual tourism opportunities for any place selected to be a location for filming.

AVERAGE SPEND PER EPISODE:
Netflix > $7-13 Million
HBO > $6-16 Million
FX > $3.5-4 Million
Apple > $15-17 Million

PROJECTED SPEND ON ORIGINAL PROGRAMMING 2019:
Netflix > $15 Billion
HBO > $2.5 Billion
Amazon > $6 Billion
Apple > $6 Billion
AT&T > $14.3 Billion
