Alternative Education for youth suspended/expelled from the public school system. Residential group home for boys. Mentoring for elementary and middle school youth. Youth development/after school programs. Tobacco/cancer prevention programs.

Population(s) Served

The Goals of the PACT Mentoring program are to reduce juvenile delinquency and gang participation, improve academic performance, increase exposure to entrepreneurial and recreational activities, and reduce school drop-out rates by providing high quality, best-practices based, one-on-one long term mentoring and therapeutic wrap around services in collaboration with community partners. It is also the goal of the PACT Mentoring program to have in place the means to financially sustain the program beyond this granting period.

Community Housing Development Organization (CHDO)

This program consists in two parts, rehabbing houses and the selling of these homes to low income families. ICO acquires vacant homes in the route 40 corridor areas of Harford County Maryland in an effort to revitalize the community.

Inner County Outreach (ICO) works to empower families to overcome obstacles related to poverty and to help them become self-sufficient, productive citizens. Our purpose is to strengthen, nurture, and support low income, at risk families.

ICO will efficiently and effectively work toward our goals. By building our infrastructure, and staffing our organization with team members that have a heart for servicing our community. ICO will continue to provide educational tools, basic needs, safe housing and nurturing to low income families. This will be accomplished by:
•Assisting low income, families to become self-sufficient.
•Assisting low-moderate income families to obtain housing and homeownership
•Assisting the family in school matters, social service needs and building relationships within the community to produce better outcomes for youth and families.

ICO is currently operating with a budget of less than a million dollars. We employ a team of 16 - full time employees, 4 - part time employees, 22- summer youth counselors and an average of 35 committed volunteers. ICO has an active board of 10 members, and has served in the community for over 27 years.
