Bridge to financial sustainability
This program will support our operating costs while we pivot to source sustainable ongoing funding in response to a loss of state funding as of July 2021. Our operating costs allow us to provide much-needed support and services to our member recovery organizations. The majority of our support involves the labor of our staff and hired consultants.
Outreach to fully and mostly homebound Vermonters needing recovery services
According to the American Society on Aging, Substance Use Disorder (SUD) prevalence among the elderly population increased 61.7% between 2012 and 2017. Social isolation is a known risk factor for SUD that impacts the elderly population, and this is exacerbated when an elder is homebound or mostly homebound. There is an ageist belief that our elders do not need SUD treatment, but in fact the Substance Abuse and Mental Health Services Administration (SAMHSA) indicates both that the need is prevalent and that there are many positive outcomes for elders receiving SUD treatment, including stopping or reducing substance use and improved quality of life. One of SAMHSA's recommended treatments for the elderly is to establish social networks that support recovery. We intend to establish these needed social networks for Vermont's fully and mostly homebound seniors through establishing technologically modern hybrid recovery meetings and providing laptops, printers, and scanners in public areas.
Employee Assistance Program
In 2022, we contracted a third-party environmental scan which found a great need for an Employee Assistance Program that would prevent work-related Vicarious Trauma or Secondary Traumatic Stress (VT/STS). The Administration for Children and Families defines VT/STS as trauma that comes from working with those who have been traumatized themselves. It can lead to serious mental health issues such as Post-Traumatic Stress Disorder, anxiety, and depression. VT/STS can also reduce work quality, and thus the quality of care clients receive. Our EAP will educate staff on what VT/STS is and how it impacts their own physical and mental health, as well as offer preventive holistic self-care solutions. This program also will allow us to contract with an established trauma informed counseling program to provide short-term counseling to any employee requesting it.
Helping Families and Parents in Recovery Program Support
Currently 4 of the 12 recovery organizations that we represent provide support to parents in recovery who have children. We would like to make this program available through 4 more of our organizations thereby doubling our impact. The challenges of being in recovery and parenting are very difficult. Having this capacity within each recovery organization can prevent relapse and promote positive parenting practices for many families who have someone in recovery from a substance use disorder. We would like to see all our recovery organizations offering this specific type of recovery support. They would need experienced trained staff that could manage this program. They would also need qualified and certified recovery coaches to support the parents and families in the program. Having these two key personnel will be a great pilot to getting this program started in the recovery organizations that do not currently provide these specific services. Gift cards and diapers could be incentives.
