What we aim to solve

SOURCE: Self-reported by organization

The Offenderwatch Initiative (OWI) is a 501c3 non-profit whose mission is to increase public awareness of registered sex offenders through grass-roots efforts which include, education, community awareness, and increased government interaction. One of our programs provides mailing notifications from local law enforcement to their residents regarding offenders in their area. Last year we mailed out over 4 million such notices! OWI works closely with local law enforcement, particularly those that are part of the OffenderWatch Network, the largest sex offender registry in use in the United States today. OffenderWatch is endorsed by the National Sheriffs Association. It has local registries in 35 states where sheriffs and police chiefs are anxious to work with OWI to promote better sex abuse education in their communities. To meet this need, OWI has developed the Teaching Awareness to School Kids program (TASK).

What are the organization's current programs, how do they measure success, and who do the programs serve?

Teaching Awareness to School Kids T.A.S.K. program

he T.A.S.K. Program is a joint effort between OffenderWatch Initiative and local School Boards and law enforcement to help parents be vigilant about offenders near them. By partnering with schools and sheriff’s offices, we can easily get the message out there that “Notification Is Prevention”.

Here’s how the program works:

OffenderWatch Initiative speaks to local School Boards about the T.A.S.K. program and how to implement it in schools.
Once the School Board signs up for the program, they contact local law enforcement to come out to schools and host a presentation on safety and preventative measures for the children. The children will be given a brochure to take home to their parents.
Parents can go to OffenderWatchInitiative.org and sign up to learn more about offenders in their area.
To complete the program, they can print out the map, sign it, and send it back with the child to their teacher. The child will then receive a safety prize.
OffenderWatch Initiative has rolled out the T.A.S.K. Program to many parishes and counties through the United States. With your help, they can reach many more children and families.

Goals & Strategy

Charting impact

Four powerful questions that require reflection about what really matters - results.

Educate and inform the public about sex offenders within geographic proximity.
Encourage the public to stay informed with email notifications in their community.
Inform the public about the value of registries to their safety.

Request for action

After years of trying to have parents and grandparents enroll in this service, we still see less than 15% of households registered to be informed about offenders in their area. We believe the students need to be proactive in this process:
1. OWI will contact your local school superintendent/principals to request a meeting with Sheriff, Police Chief and OWI staff member.
2. Work to promote the School Initiative Program.
3. Have a press release regarding Sexual Abuse Awareness Month.
4. OWI will find a list of possible corporate sponsors.
5. Request link to registration page be placed on School Board website.

OWI believes the appropriate age groups for this information is first through twelfth grades.

The School Initiative, A three-step process

1. Notice from Sheriff will be sent home with students with information on how to enroll.
2. The student will then check their own address, print the map or email notification, and return to the teacher as a current events type program.
3. After completion of this task, we would like students to receive an award. We believe sponsors can help underwrite the cost of the award or provide the award.

Coordination between State, Local Law Enforcement agencies to help facilitate the T.A.S.K. brochures. ( Kick off Meeting)

Provide all T.A.S.K. brochures, instructional materials to launch the program. (40 days prior to launch).

Onsite Press release, two weeks prior to launch.

Work with school resource officers (where available) to distribute brochures to kids. If school resource officers are not assigned, OWI staff will distribute brochures to kids. Allow kids one month to complete assignment.

School Resource officer or OWI staff to distribute award to the kids.

Of the 50 agencies that equal 4 million plus students in 2016, we have reached 92,515 school students.

In progress Harris County ( Houston) pilot launch in the north central Houston area. Sponsor is Raising Canes chicken fingers.
