What we aim to solve
CBOBS' challenge is both educating consumers on the value and difference of an experience like Outward Bound, and delivering superior experiential programs. Emerging trends recognize a gap of character education in modern curricula. A focus on teaching grit, resilience, conflict resolution and other skills associated with 21st century learning has opened opportunities for CBOBS. Upward trends in Americans' contact with nature and active lifestyles land CBOBS squarely in the middle of an opportunity to meet this market's needs. CBOBS is uniquely positioned in the adventure and experiential education market in the Baltimore-Washington Metro area. Local competitors provide one-day ropes course experiences or overnight camping, but few, if any, provide a true expedition experience. Competitors do not offer a facilitated team experience on their ropes courses, rather a solo challenge geared toward thrill-seeking that is not facilitated or debriefed by professional instructors.

What are the organization's current programs, how do they measure success, and who do the programs serve?
Wilderness Expeditions
Wilderness expeditions are based in the outdoors and teach students technical skills like navigation, camp craft, the basics of backpacking or rock climbing and much more. As students learn these skills in challenging situations, they also learn the value of teamwork, compassion for others and the pursuit of excellence.
Designed for students ages 12-99, our expeditions push students physically, socially and emotionally. Often when they think they’ve reached their limits, they find there is more within them. Students discover their passion, dig deep, and master skills – both technical and interpersonal. Surrounded by the pristine natural world and a crew of adventurous peers, students work as a team to achieve goals and learn skills.
Insight Challenge Course Programs
We offer one-day programs at CBOBS' Challenge Course located in Baltimore’s Leakin Park, schools or at your facility. Participants spend the day engaged in ground-based problem solving initiatives and high-ropes challenges. As they tackle their fears, they build confidence and develop a sense of trust and teamwork. Teams from schools to non-profit organizations have come together to work on meeting individual and team challenges, and bringing the impact from their experience back to their communities.
Outward Bound Professional
Outward Bound Professional (OBP) offers custom single or multi-day leadership development programs that are designed to unify teams and enhance organizational efficacy. By stepping outside of ordinary physical and social learning environments, teams of uniquely skilled individuals are invited to stretch their comfort zones. Your Outward Bound Professional facilitation staff will help you and your team uncover hidden strengths and together you will find that you can rely on one another to overcome adversity and achieve more.
Outward Bound Professional’s intentional and reflective instructional style fosters leadership, communication, trust, collaboration and transparency among teams and work groups. Against the backdrop of today’s dizzying to-do lists and email inboxes, meaningful and lasting learning is ever a priority. Outward Bound Professional has more than 50 years of experience supporting executive teams, military teams, leadership cohorts, colleges, universities, and beyond in reaching their goals and achieving more than they knew they were capable of.
Police Youth Challenge
Police Youth Challenge (PYC) is a year-round partnership between Outward Bound, Baltimore City Public Schools, youth serving organizations and the Baltimore Police Department that pairs middle school students with police officers on programs to build trust and foster communication. Through achieving individual and group challenges, Baltimore youth and police officers gain a deeper understanding of each other. To date, PYC has impacted more than 7,500 participants (officers and youth) in Baltimore.

What are the organization's key strategies for making this happen?
LEARNING THROUGH EXPERIENCE
Outward Bound students move through a sequence of engaging experiences, like backpacking, that promote skill mastery and incorporate reflection. Throughout the activity, students learn from their success as well as failure.
CHALLENGE AND ADVENTURE
The unfamiliar settings where Outward Bound expeditions occur challenge our students mentally and physically. Amidst the demands of the expedition, students learn to dig deep and to push themselves, where they often find there is more in them than they know.
SUPPORTIVE ENVIRONMENT
Each expedition is designed to support physical and emotional safety. Skilled and compassionate instructors use group facilitation methods and the natural world around them to help foster a caring, positive and inclusive group culture.
What are the organization's capabilities for doing this?
CBOBS has been delivering wilderness- and urban-based experiential education programs for over 30 years. Our field staff members possess a wide range of skills, including the 70-hour Wilderness First Responder certification, to work in diverse course areas with the many populations we serve. These highly trained field educators have generated positive change in Baltimore and beyond.
Our Board of Directors is populated with local professionals spanning professional spectra, and bring decades of directly applicable experience to our school. As superior stewards of funds, our relationship with our development partners is second to none.
The CBOBS Administrative staff are focused on the following strategic goals through 2026: 1) student-first, educator-aligned, school-centered program model; 2) prioritize the role of service in our communities; 3) accelerate our vision for Outward Bound in the nation's capital; 4) diverse teams, equitable opportunities, inclusive practices; 5) pursue initiatives that support the organization's sustainability; and 6) influence program quality and design through data insights.
What have they accomplished so far and what's next?
Since establishing our basecamp in Baltimore's Leakin Park in 1986, CBOBS has served nearly 100,000 students. In any given year, CBOBS serves nearly 6,000 students with one-day and multi-day expeditions.
CBOBS continues to shine a light on the importance of character education for all students in the greater Baltimore and Washington DC regions. And our signature program -- Police Youth Challenge -- seeks to shift perceptions between Police Officers and youth in Baltimore City and beyond.
To advance our commitment to deliver the highest quality programs that support social-emotional development (SEL), Outward Bound USA and its 10 regional schools (of which the Chesapeake Bay Outward Bound School is one), established the Outward Bound Professional Learning Lab. The Lab’s purpose is to continuously improve the student experience. Collecting and analyzing data on program delivery and student outcomes, the Lab uses this data to inform program improvement and train instructors.
