Mission

Parents by Choice exists to provide hope and healing to vulnerable children and their families. We do this through services such as parent education, foster care, transitional housing, adoption and supervised visitation services. We serve California's East Bay and Central Valley with offices in Stockton Modesto and Fairfield.

Foster Care

Parents by Choice has been a licensed Foster Family Agency since 2007. With offices in Stockton and Modesto, CA, we serve approximately 200 children and youth each year in our foster homes.

Children and youth

The Positive Parenting Program is a free, community-based program that is offered to families in San Joaquin County. Using the evidence-based Triple P curriculum, the program offers groups focused on building parental skill and confidence, while reducing stress in the home. Funding for this program is provided in partnership with San Joaquin County Behavioral Health, San Joaquin County Human Services Agency, San Joaquin County Office of Education and Solano County First5.

In partnership with San Joaquin Family Court, the agency offers a safe place for parents and children to connect and build relationships. Target families are those experiencing conflict due to separation and divorce.

Our transitional housing program is licensed by the Department of Social Services to provide a supportive living environment for former foster youth (18-21) who are transitioning to adulthood. We serve approximately 30 youth each year in this program.

Parents by Choice was licensed as an Adoption Agency in December 2017. The goal of this program is to connect children and youth in foster care with loving, permanent families.

Parents by Choice has licensed clinicians who provide mental health services to children and youth in our Foster Care and Transitional Housing programs. Our agency was certified by San Joaquin County in 2018 to provide mental health services. Through this program, our staff help to bring hope and healing to children who have experienced trauma.
