McLean County Solid Waste Program

The Ecology Action Center acts as the solid waste agency for McLean County and Bloomington-Normal, providing solid waste planning and education services to McLean County, the City of Bloomington, and the Town of Normal. The EAC’s various initiatives are aimed at increasing recycling and reducing solid waste to help fulfill the Illinois Solid Waste Planning and Recycling Act requirements.

The Ecology Action Center provides storm water education programming for the City of Bloomington, the Town of Normal, McLean County, and the Bloomington-Normal Water Reclamation District to assist these organizations in meeting the public education and outreach requirements of their National Pollution Discharge Elimination System (NPDES) Phase II Storm Water Management Plans.

BN EnergyBright is a comprehensive community energy program aimed at increasing energy efficiency and promoting energy conservation with the overall goal of reducing electricity demand in Bloomington-Normal.

BN EnergyBright is supported by the Town of Normal and the City of Bloomington, which are both part of the municipal electric aggregation program. Municipal electric aggregation allows customers within a municipal entity, like the Town and City, to pool together and negotiate for better energy rates.

BN EnergyBright provides outreach and education services to the broader community and also provides energy efficiency services to customers that are part of the municipal electric aggregation program through Homefield Energy.

The Tree Corps is the Ecology Action Center's volunteer-based tree planting initiative, with a goal of planting at least 10,000 trees annually in Bloomington, Normal, and McLean County. This program prioritizes tree equity in urban areas and known environmental justice areas where possible.

Through a grant from the United States EPA, the EAC and partners will establish three new air quality monitoring sites in Bloomington and Normal, with a priority in environmental justice areas. These new air monitors will help identify any disproportionate impacts of air pollution on residents in different areas of our community.
