Permanent supportive housing for 50 women who have experienced homelessness and the additional challenges of mental illness, chemical dependency, and/or physical disability.
Emma's Place
Permanent supportive housing for 13 large families who have experienced homelessness and the additional challenges of mental illness, chemical dependency, and/or physical disability.

What is the organization aiming to accomplish?
Our mission is transformational housing for women and families on their journey of recovery.
What are the organization's key strategies for making this happen?
Current strategic initiatives include:
- Increasing the number of women and families served by at least 25% per year
- Expanding and deepening supportive services to meet emerging needs
- Creating a forward looking master plan for facilities and technologies
- Cultivating an ever-increasing circle of champions
- Building strong internal capacity and systems
What are the organization's capabilities for doing this?
Emma Norton Services' assets include a nearly 100-year legacy of providing affordable housing in Ramsey County; a dedicated staff and board of directors; a strong base of volunteers and donors with long-standing relationships with the agency; two easily accessible sites in Ramsey County; and dedication to meeting the needs of women and families in our community.
What have they accomplished so far and what's next?
In 2015, ENS helped 141 women and 87 children by providing a supportive community, resources, and personal development opportunities while they worked to build a better life without having to worry about basic needs like a safe place to sleep. We helped 29 women and 6 families move from our programs to safe, affordable housing in the community.
