What we aim to solve
Scott Carver Dakota Community Action Partnership is working to address the needs of low-income people and families and individuals in crisis in our communities. This includes issues of housing, education, and food and nutrition.
Our programs
What are the organization's current programs, how do they measure success, and who do the programs serve?
Food Shelf
CAP Agency’s Food Shelf provides immediate food and resources to individuals and families to bridge them through difficult times and help them reach self-sufficiency. Our food shelf utilizes a consumer choice model – you select the food that best suits your needs. A 5 – 7 day supply of food is provided, once within a calendar month. We also provide our food shelf customers connections to resources.
Energy Assistance
CAP Agency’s Energy Assistance Program (EAP) helps eligible households maintain affordable, continuous and safe home energy. Our services include bill payment assistance, home energy crisis intervention, outreach, energy advocacy, information about utility consumer rights, and referrals.
Head Start
Head Start is designed to work with the whole family and encourages parents as their child’s first and most important teacher. Head Start serves families with children age three to five. In addition to providing a free, quality preschool experience, the program offers health, nutrition and social services.
Head Start promotes the school readiness of young children from income eligible families. We define school readiness as children being ready for school, families ready to support their children’s learning, and schools ready for the children who enter their doors.
Early Head Start
Early Head Start is a home visiting program in Scott, Carver, and Dakota counties. It is designed to nurture healthy attachments between a child and their parent/caregiver. It provides a full range of services for each family from pregnancy to a child’s third year. Early Head Start provides a safe and developmentally enriching, caregiving experience. The program promotes physical, social and emotional development of infants and toddlers, aimed towards school readiness.
Housing
We know that investing in safe and stable housing reduces societal costs now, and in the future. CAP Agency helps families achieve independence and self-sufficiency by meeting the most basic need for safe and stable housing. When individuals and families have a place to call home, they are free to focus on employment, health, education, and wellness.
Working closely with our community partners, we take a comprehensive approach to addressing the housing needs of our community. All along the way, we support families with goal setting and lasting connections to community resources. We maintain flexibility because no one set of solutions will meet all needs.
Senior Nutrition
CAP Agency Senior Nutrition ensures that individuals who are disabled or 60 and older have quality, nutritionally balanced meals. Meals are served mid-day at multiple sites throughout Scott, Carver and Dakota counties. Eligible Individuals may also receive a meal delivered directly to their home. Seniors are also connected to other services to improve overall health and well-being.
The services are funded as part of the Older American Act, through a contract with the Metropolitan Area Agency on Aging (MAAA), participant contributions and community partners.
Women, Infants, Children (WIC)
WIC ensures families have the nutritious food needed to create and sustain a healthy lifestyle. We also provide referrals to healthcare services as well as breastfeeding promotion and support. A key component of WIC is education, including nutrition assessment, and one-on-one counseling to help families make healthy choices.
Crisis Nursery
The Crisis Nursery offers support to parents in crisis. The Crisis Nursery is a prevention program dedicated to protecting children from abuse and neglect. It is a lifeline to parents in crisis, emergency situation, or undergoing overwhelming stress. This program promotes healthy families, relationships and communities.

What is the organization aiming to accomplish?
In partnership with our community, we aim to empower those in need to economic and social self-sufficiency. This includes helping families and individuals to find safe and stable housing, bridge food and nutrition gaps, and access quality and affordable child care and education.
What are the organization's key strategies for making this happen?
We accomplish our goals through the dedicated efforts of our staff working in Scott, Carver and Dakota counties; With the help of our many partners – from individuals, businesses, schools, public agencies, other non-profits and faith-based organizations; With support from volunteers and donors; and by using a comprehensive and collaborative approach and staying true to our core values
What are the organization's capabilities for doing this?
With over 150 employees, hundreds of volunteer hours, and over 50 years of experience, CAP Agency has forged partnerships in our community and developed comprehensive programs and services to serve the specific needs of our communities.
What have they accomplished so far and what's next?
In the last year, 4,794 CAP Clients received emergency energy assistance.
716,687 pounds of food were distributed.
445 people received emergency rent or mortgage assistance
We distributed 1,600 backpacks with school supplies to students in need.
161 clients obtained or maintained safe and stable housing.
3,532 infants' and childrens' health and physical development improved because of adequate nutrition from CAP.
4,158 Senior Citizens served through senior nutrition and CHORE
628 people received emergency temporary shelter.
11,677 households totalling 29,213 individuals were served.
