Revolutionizing the Addiction Treatment System

Shatterproof's five-point plan to transform the addiction treatment system in the U.S. includes:

1) National Principles of Care © - In 2017 Shatterproof formed a partnership with Pew Charitable Trusts and other leading experts to establish the National Principles of Care ©, a national standard of quality care for addiction treatment.

2) Addiction Needs Treatment Assessment - In 2020, in partnership with the American Society of Addiction Medicine (ASAM) and health technology company Open Beds, Shatterproof launched the Addiction Needs Treatment Assessment (ATNA). ATNA provides the general public a trusted resource to determine the proper level of addiction treatment care using a 13-question assessment.

3) ATLAS™ (Addiction Treatment, Locator, Assessment, and Standards platform) - Now available at TreatmentAtlas.org, ATLAS is our nation's first quality measurement system for addiction treatment. ATLAS helps those searching for treatment for themselves or a loved on locate addiction treatment facilities that provide evidence based high-quality care. Following a successful pilot phase in six states, ATLAS is now launching in more states across the country.

In addition to ATNA, ATLAS includes trustworthy quality data from the first standardized set of healthcare quality measures for addiction treatment facilities; a user-friendly search interface that offers filters such as location, treatment setting, and insurance accepted; the most comprehensive list of addiction treatment facilities available; and highly curated, consumer-friendly educational content on addiction and addiction treatment.

4) Payment Reform & Treatment Capacity - Shatterproof has successfully informed policy changes that improve access to science-based addiction treatment and promote lasting recovery. We have been influential in 25 bills being signed into law in 18 states; the successful passage of the CDC’s Guidelines for the safer prescribing of dangerous opioids; and sections of federal laws that improve treatment access and quality.

Our current policy work is focused on: payment reform, addiction training and education, and opioid litigation settlement. Related to payment reform, our objective is to incentivize quality, integrated treatment in both the primary care and specialty treatment settings. Shatterproof is also the leading voice in the U.S. to require that all healthcare professionals are trained in a basic understanding of addiction. The most promising policies we are working on include requiring addiction training as part of medical education accreditation and/or requiring addiction training as part of a health care provider’s DEA registration to be licensed to prescribe controlled substances.

Stigma is a key driver of the addiction epidemic and overlaps and intensifies with other forms of stigma and bias. However, there has not yet been a coordinated, national effort directed at reducing stigma, leaving a tragic and enormous gap in our nation’s response.

In partnership with McKinsey & Company and The Public Good Projects, Shatterproof studied 11 analogous social change movements and concluded that addiction stigma could be significantly reduced. Based on our findings, we crafted a plan for the Movement to End Addiction Stigma.

Our programming includes publicly accessible, widely applicable, evidence-based resources that can be provided to multiple stakeholders for stigma reduction. Resources include Just Five digital education; a Language Guide and related training resources; Policy & Benefits Checklist for employers and health insurers; and OnRecovery Personal Story Library of videos and written stories from people in recovery from a range of demographic categories.

The Movement will also include the first-of-its-kind Addiction Stigma Index to measure addiction stigma in the U.S., as well as stakeholder engagement to encourage thousands of organizations to implement Action Plans and recruit others to the Movement. Programming will be piloted in six key systems: State Government, Employers, Healthcare, Media & Entertainment, Criminal Justice, and Communities.

1) Education for Families - Research shows that the general public is often unaware of or misinformed about the basic facts of addiction. To mitigate this, Shatterproof developed a digital education program, Just Five©, curated to be highly effective for all audiences. Just Five is an online, self-paced, mobile-enabled program focused on increasing awareness, reducing stigma, and sharing information and resources about addiction prevention and treatment. Through the Just Five program, Shatterproof partners with companies to provide life-saving education to their employees and communities.

2) Shatterproof Ambassadors - For too long, people with addiction have suffered in silence. Bringing their voices to the forefront of change is a crucial step in advancing lifesaving policies, removing barriers to quality treatment, educating communities and ending the stigma of addiction. Shatterproof’s Ambassador program unites and empowers a growing army of volunteers from around the nation to help create that change. From holding awareness events to changing policies in their local schools. Ambassadors have played an instrumental role in igniting grassroots support for life-saving policy change. Our Ambassadors are individuals in recovery, family members, and passionate individuals who want to drive impact in their communities.

3) Rise Up Against Addiction 5K Walk/Run - Shatterproof has also launched the largest national event series focused on addiction. These events help advance a national movement to end stigma, honor loved ones, celebrate recovery, connect participants with community resources, and advocate for transforming the treatment system for substance use disorders. In 2020, in light of social distancing measures, Shatterproof held its first-ever virtual Shatterproof Stronger Than Addiction Challenge.

Shatterproof's ultimate goal is to end addiction completely.

Extensive scientific evidence demonstrates that addiction is not a moral failing, but rather a disease caused by biology, environment, and other factors. Research has proven that SUDs can be effectively treated, with recurrence rates no higher than those for other chronic illnesses such as diabetes, asthma, and hypertension. Despite this evidence, and the huge toll SUDs exact on the American people, only 1 in 10 people who have an SUD receive treatment. Even worse, for those who do receive treatment, it is most often delivered without the use of the evidence‐based medical practices shown to improve patient outcomes.

The SUD treatment industry is hindered by fragmentation and largely based on rigid outdated treatment philosophies rather than those substantiated by science to improve patient outcomes. The current payment system perpetuates these outdated care models and slows adoption of best practices, and the system is set up to benchmark success based on services delivered rather than patient outcomes. While evidence‐based addiction treatment has the potential to save thousands of lives each year, improve productivity, and reduce crime, it is currently broken and instead perpetuates the nation’s crisis. Shatterproof is committed to saving lives by transforming this system by driving investment to evidence-based treatment strategies. We are engaging policymakers, funders, and stakeholders such as payers and providers, to push for the implementation of critical, evidence‐based policies to ensure that addiction is approached like every other preventable and treatable disease.

Our business plan includes work within the following three key pillars:
1. Revolutionizing the treatment system.
We are transforming the healthcare delivery system so that every person facing addiction has access to quality care and treatment based on science.
2. Breaking down addiction-related stigmas.
Addiction is a treatable disease, not a weakness. By changing people’s attitudes and behaviors, we’re reducing the shame in order to encourage patients to seeking life- saving treatment, and providing reassurance, compassion, and support for a full and fulfilling life.
3. Supporting and empowering our communities.
We are providing science-based educational resources that aid in the prevention and treatment of addiction, while building hope, confidence and resiliency within families and communities, and advocating for life-saving policies.

Founded by hospitality executive Gary Mendell in 2013, Shatterproof draws from the extensive business experience of its senior leadership and uses a for-profit, ROI-focused lens to create results. Our strict commitment to science, evidence-based solutions, and transformational change has informed the business plan we execute daily.
