Policy Advocacy
ALLIES has successfully advocated for policies that will meet the needs of adult English language learners at the local, state and national level:
Locally, we seek to engage city and county government agencies in a conversation around immigrant integration and best practices for serving adult English Language Learners.
ALLIES published a white paper in 2012 advocating for regional collaboration during the development of AB86. ALLIES was subsequently used as a model of cross sector collaboration considered in the development of California’s Adult Education Block Grant program. Today there are 70 AEBG consortia of community colleges and adult schools throughout the state collaborating along the lines pioneered by ALLIES in 2011.
More recently, ALLIES is advocating for inclusion of immigrant integration metrics in AEBG performance and accountability measures, to ensure that all English learners continue to be served in public education systems.
At the national level, ALLIES staff serves on the Blue Ribbon Panel for the Community College Consortium for Immigrant Education and participated in a panel discussion on multi-sector collaboration at the 2016 National Immigrant Integration Conference.
ESL Provider Network
Twice a year, ALLIES convenes ESL practitioners from across Santa Clara and San Mateo counties to network, learn from each other, exchange best practices, and discuss the policy environment. We call this the ESL Provider Network.
Since its beginning, a central activity of ALLIES has been to convene the ESL Provider Network (EPN) of practitioners from adult schools, community colleges and community based organizations. The EPN, which includes over 75 faculty and administrators representing the 10 colleges and 15 adult schools in the region, as well a growing number of community based organizations, has met twice per year since 2011. Its mission is to allow educators to make connections and learn from each other, hear about best practices and policy developments, and stay connected with ALLIES.
Immigrant Integration
The ALLIES Immigrant Integration Framework is an innovative way to identify, measure and implement the key elements of successful immigrant integration.
ALLIES launched the initiative to respond to economic, social and policy trends and developments:
Demographic projections show that the contributions of immigrants are key to California’s current and future workforce and economic health
Workforce development initiatives need to address the full range of needs and contributions of immigrants to be successful
The adult education system needs to measure and be funded for services that support the integration of newcomers into their communities
ALLIES convened a diverse group of stakeholders in 2016 to develop an Immigrant Integration Framework.
The Design Team worked for four months to achieve the following goals:
Describe a framework of the eight core elements of immigrant integration
Inspire implementation across education, workforce development, social services and community groups
Identify initial performance metrics to capture data on integration which can be used to measure outcomes and secure state funding
ALLIES and its partners will implement the Immigrant Integration Pathway project by:
Publishing a White paper on the purpose, need and key concepts of the IIP Framework
Assist South Bay Consortium for AE in the initial pilot testing and prototyping of IIP strategies and metrics
Promote the inclusion of IIP metrics in state funding formulae
Advocate implementation of the IIP by AEBG consortia, state policy makers and other stakeholders
Workforce Development
A core strategy of ALLIES is to support English Learners to succeed in living-wage careers with the potential for upward mobility. Being on a meaningful career pathway provides skill gains, income and other benefits that promote educational, career and community success. Career success also creates opportunities for immigrants to make contributions to society.
Three ALLIES initiatives address the needs of immigrants and language learners related to workforce development initiatives:
Our Immigrant Integration Framework supports the success and contributions of all new Americans. A key goal of the IIP is to complement and strengthen workforce development by ensuring that occupational initiatives address the full range of immigrant job-seeker needs and assets.
Our 2012-2015 Workforce Innovation Fund project “Silicon Valley ALLIES” pilot tested workforce models and strategies targeted to English Language Learner immigrants. SV ALLIES included partnerships with workforce development boards, community-based organizations, and educational partners to create pathways to family-sustaining jobs and careers.
ELL Workforce Navigator Pilot: The California Labor and Workforce Development Agency and the California Workforce Development Board awarded $2.5 million to five local workforce boards to implement a workforce navigator pilot program to help English language learners and immigrant workers with career services and support that lead to jobs. The projects funded will better align job training, adult education and support services for individuals with limited English-language proficiency. Recognizing ALLIES’ experience in facilitating collaborative networks between adult education providers, workforce development boards and community based organizations, as well as ALLIES’ innovative approach reflected in its recently published Immigrant Integration Framework, the California Labor & Workforce Development Agency and its partners selected ALLIES as the technical assistance provider and evaluator for grantees of the EL Navigator Pilot.
