ROWLING, WE FIGHT TO TACKLE THE CAUSES OF FAMILY SEPARATION AND TRANSFORM SYSTEMS OF CARE THAT TAKE CHILDREN AWAY FROM THEIR FAMILIES AND COMMUNITIES. WE'RE COMMITTED TO ENDING THE INSTITUTIONALIZATION OF CHILDREN, SO EVERY CHILD ENJOYS THE RIGHT TO GROW UP IN A LOVING FAMILY WHERE THEY CAN THRIVE.

ADVOCACY AND COMMUNICATIONS:1. THE DGD PROVIDES A UNIQUE OPPORTUNITY TO ADVANCE THE GLOBAL DISCUSSION AROUND ALTERNATIVE CARE AND CARE REFORM FOR CHILDREN, TO BRING DIRECT EXPERIENCES AND KEY ISSUES FROM CHILDREN AND YOUTH WITH CHILD PROTECTION AND CARE EXPERIENCE TO THE ATTENTION OF THE CONVENTION ON THE RIGHTS OF THE CHILD, AND TO RAISE AWARENESS OF THESE ISSUES AMONGST A WIDER AUDIENCE. INITIALLY PLANNED FOR SEPTEMBER 2020, THEN RESCHEDULED DUE TO THE PANDEMIC FOR SEPTEMBER 2021, PREPARATORY WORK WAS CARRIED OUT IN 2020. 2. THIS PROJECT WAS IMPLEMENTED JOINTLY BETWEEN THE US AND UK OFFICE, WITH THE GLOBAL DIRECTOR OF ADVOCACY, BASED IN NEW YORK, PROVIDING LEADERSHIP FOR THE WORK FOR MUCH OF 2020. THE DIRECTOR CHAIRED THE DGD COORDINATION GROUP OF NGOS, WHICH MEANT ATTENDING MONTHLY MEETINGS AND REVIEWING/SIGNING OFF DOCUMENTS SUCH AS THE TERMS OF REFERENCE FOR THE GROUP, BUDGET DOCUMENTS AND AGENDAS FOR MEETINGS. SHE ATTENDED TWO MEETINGS WITH THE COMMITTEE ON THE RIGHTS OF THE CHILD IN 2020 AND REVIEWED AND SIGNED OFF THE AGENDA AND BRIEFINGS FOR THESE MEETINGS.THERE WERE ALSO COORDINATION MEETINGS WITH A KEY PARTNER TO STRATEGIZE ABOUT THE APPROACH TO THE DGD. 3. IN THIS WORK, LUMOS USA HAS HAD A STRONG FOCUS ON MEANINGFUL AND ETHICAL PARTICIPATION OF CHILDREN AND YOUNG PEOPLE. THE US RESEARCH ANALYST PROVIDED ESSENTIAL SUPPORT TO THE DGD CHILD AND YOUTH PARTICIPATION WORKING GROUP IN ENSURING THAT THE RESEARCH COMPONENT (A GLOBAL CONSULTATION) FOLLOWED THESE PRINCIPLES. SHE CREATED A DOCUMENT OUTLINING THE PRINCIPLES OF MEANINGFUL PARTICIPATION OF CHILDREN AND YOUNG PEOPLE IN THE DGD, A METHODOLOGY FOR THE DATA COLLECTION AND ANALYSIS PROCESS FOR CHILD AND YOUTH PARTICIPANTS, AND MATERIALS TO FACILITATE CONSULTATION WITH THEM. TOOLS CREATED INCLUDED: ETHICS CHECKLIST; DGD ASSENT FORM; DGD PARENT CONSENT TEMPLATE; DGD PARTICIPANT CONSENT TEMPLATE; DGD ETHICAL CONSIDERATION FOR PARTNER CONSULTATION. FURTHERMORE, THE US RESEARCH ANALYST LIAISED CLOSELY WITH KEY NGO PARTNERS, WHICH CONTRIBUTED TO LUMOS' ROLE AS A COLLABORATIVE PARTNER IN THE VENTURE. 4. A KEY OBJECTIVE IN 2020 FOR LUMOS USA INFLUENCING WAS FOCUSED AROUND THOUGHT LEADERSHIP, WITH THE AIM TO EQUIP AND INSPIRE PARTNERS WITH KNOWLEDGE AND INSIGHT TO EMBARK ON REFORM. KEY ACTIVITIES TO SUPPORT THIS OBJECTIVE INCLUDED MEETINGS AT THE UN, INCLUDING WITH HIGH-LEVEL UN OFFICIALS, UN COALITION GROUPS AND MEMBER STATES. THESE MEETINGS WERE ONGOING THROUGHOUT THE TIME LUMOS US HELD AN ADVOCACY ROLE IN THE GREATER GLOBAL (UN) AGENDA. THEY WERE USED TO FURTHER ANY SPECIFIC CAUSES LUMOS WAS WORKING TOWARDS (FOR EXAMPLE, IN COALITION GROUPS, ALONGSIDE PARTNERS, ETC.), HOWEVER, THEY WERE ALSO USED TO INTRODUCE MEMBER STATES TO LUMOS USA AND EXPLORE PARTNERSHIPS WITH MISSIONS IN NEW YORK FOR FUTURE EVENTS, CAMPAIGNS, HIGH-LEVEL MOMENTS, ETC.5. ALTHOUGH THESE MEETINGS SLOWED LATER IN 2020 DUE TO SHIFTS IN THE LUMOS USA GLOBAL STRUCTURE AS WELL AS COVID19, THESE MEETINGS PROVED FRUITFUL IN 2019 AND PRIOR THROUGH THE INCLUSION OF SEVERAL UN MEMBER STATES DURING LUMOS HOSTED EVENTS DURING HIGH-LEVEL MOMENTS (FOR EXAMPLE, UN GENERAL ASSEMBLY, HIGH-LEVEL POLITICAL FORUM, ETC.), THE INCLUSION OF HIGH-LEVEL UN STAKEHOLDERS AS CONTRIBUTORS IN LUMOS PUBLICATIONS, AND THE SUPPORT OF THESE MISSIONS AND INDIVIDUALS DURING CAMPAIGNS FOR THE INCLUSION OF RELEVANT LANGUAGE IN THE GREATER UN AGENDA. 6. LUMOS USA, THROUGH THE GLOBAL DIRECTOR FOR ADVOCACY WAS ALSO PART OF THE NGO COMMITTEE ON UNICEF IN 2020. THIS COMMITTEE IS A MEMBERSHIP ORGANIZATION COMMITTED TO THE PROMOTION OF THE CONVENTION ON THE RIGHTS OF THE CHILD, THE CONVENTION WHICH IS THE FOUNDATION FOR MUCH OF LUMOS USA'S WORK. 7. LUMOS USA CONTINUED ITS PARTNERSHIP WITH CATHOLIC RELIEF SERVICES AND MAESTRAL INTERNATIONAL TO ENHANCE THE CHANGING THE WAY WE CARE GLOBAL INITIATIVE AIMED AT INFLUENCING THE GLOBAL RESPONSE TO CARING FOR VULNERABLE CHILDREN.

DEMONSTRATION PROGRAMS/ DIRECT SERVICES:1. A TOTAL OF 36 CHILDREN WERE SUPPORTED WITH CASE MANAGEMENT SERVICES IN GUATEMALA. THIS INCLUDED 13 CHILDREN REFERRED TO THE PROGRAMME AFTER EXPERIENCING FORCED SEPARATION AND DETENTION IN THE US, PLUS 23 SIBLINGS. A TOTAL OF 22 PARENTS / ADULT CAREGIVERS ALSO RECEIVED CASE MANAGEMENT SERVICES TO STRENGTHEN THE FAMILY AND MITIGATE THE RISK OF BREAKDOWN AND ADMISSION OF CHILDREN INTO INSTITUTIONAL CARE. THIS WORK WAS DELIVERED BY A LOCAL SOCIAL WORK ORGANIZATION WITH OVERSIGHT FROM OUR PARTNER INTERNATIONAL SOCIAL SERVICE USA - LUMOS HAD PREVIOUSLY PROVIDED TRAINING AND FUNDING.

RESEARCH:1. AS PART OF THE INTERNATIONAL CONSORTIUM CHANGING THE WAY WE CARE, LUMOS USA CARRIED OUT RESEARCH TO MAP AND ANALYZE THE PRIVATE AND PUBLIC FUNDING FLOWING TO CHILDREN'S INSTITUTIONS IN KENYA. BY COMBINING A RANGE OF QUANTITATIVE METHODS, THIS RESEARCH SEEKS TO ADDRESS A CRUCIAL GAP IN THE EVIDENCE BASE ON HOW CHILDREN'S INSTITUTIONS ARE FUNDED IN KENYA AND WILL SERVE AS AN IMPORTANT TOOL FOR REGIONAL ADVOCACY. IN 2020, THE US RESEARCH ANALYST SUPPORTED THIS RESEARCH BY CONDUCTING DESK RESEARCH ON PRIVATE FUNDING FLOWS. SHE LED ON THE DATA COLLECTION AND ANALYSIS OF BILATERAL AND MULTILATERAL FUNDING AS WELL AS CORPORATE SUPPORT FROM KENYAN COMPANIES FOR CHILDREN'S INSTITUTIONS IN THE COUNTRY, ADDRESSING AN IMPORTANT EVIDENCE-GAP. 2. LUMOS USA CARRIED OUT QUALITATIVE RESEARCH ON THE RELATIONSHIP BETWEEN INSTITUTIONAL CARE AND HUMAN TRAFFICKING AND ITS MANIFESTATIONS IN DIVERSE CONTEXTS WORLDWIDE. IN 2020, THIS CULMINATED IN THE PUBLICATION OF CRACKS IN THE SYSTEM, A RESEARCH REPORT ON INSTITUTION-RELATED TRAFFICKING IN EUROPE. IN 2021, THE GLOBAL THEMATIC REVIEW ON CHILDREN'S INSTITUTIONS AND HUMAN TRAFFICKING WILL BE PUBLISHED. THESE TWO REPORTS WILL BE USED FOR LUMOS' GLOBAL ADVOCACY ON ANTI-TRAFFICKING AND VOLUNTOURISM. THE US RESEARCH ANALYST PLAYED AN IMPORTANT ROLE IN THE DATA COLLECTION, THEMATIC ANALYSIS AND REPORT DRAFTING FOR BOTH REPORTS. SHE LED ON THE THEMATIC ORGANIZATION AND ANALYSIS OF GREY AND ACADEMIC LITERATURE. MOREOVER, SHE CARRIED OUT VARIOUS CASE STUDIES ON INSTITUTION-RELATED TRAFFICKING, FOR WHICH SHE UNDERTOOK SEMI-STRUCTURED INTERVIEWS WITH KEY STAKEHOLDERS. FURTHERMORE, US RESEARCH ANALYST DRAFTED THE REPORT NARRATIVE ON THE GLOBAL SCALE, PATTERNS AND DYNAMICS OF INSTITUTION-RELATED TRAFFICKING.3. THE AFRICAN DEVELOPMENT BANK IS THE PRIMARY REGIONAL LENDING FACILITY FOR OF DEVELOPMENTAL PROJECTS IN THE REGION. LUMOS US RESEARCH ANALYST CARRIED OUT INITIAL EXPLORATION OF POLICIES AND PRACTICE AS BECAUSE OF THE STRATEGIC ROLE IN WHICH THE BANK OCCUPIES, IT IS PERTINENT TO ENSURE THAT THE BANK'S BROAD FUNDING CAPABILITIES ARE NOT DIRECTLY OR INDIRECTLY SUPPORTING OR PROMOTING THE INSTITUTIONALIZATION OF CHILDREN IN ANY CAPACITY. AS INITIAL SCOPING DID NOT INDICATE ANY MAJOR AREAS FOR CONCERN, AND LUMOS USA HAD REDUCED CAPACITY, THE PROJECT WAS DEPRIORITIZED.
