Mission

MELOA's goal is to create positive interactions between law enforcement and the Middle Eastern community through outreach and mentorships, as well as providing assistance to local law enforcement agencies with language, cultural, and training support. MELOA will also focus efforts on charitable and humanitarian activities within and outside of our communities. MELOA remains committed to building trust through community engagement.

Civilian Response to Active Shooter Events (CRASE)

The course, developed by the Advanced Law Enforcement Rapid Response Training (ALERRT) Center at Texas State University; provides participants with guidance on how to act before, during, and after they find themselves in an active shooter event. The training is provided by certified instructors, free-of-charge to non-profit organizations and schools. In 2003, ALERRT was named the National Standard in Active Shooter Response Training by the FBI.

Research has shown that many of the mass shootings, or active shooter events, are over before law enforcement responders arrive on scene. The average response time for police response to an active shooter event is three minutes. Without effective, preplanned response options for civilians at the scene of the attack, many victims can be seriously injured or killed during these three minutes. Civilians who find themselves in an active shooter event must be prepared to take immediate action to save their own lives before law enforcement arrives. Jeffrey Canvasser, a MELOA executive board member has been a CRASE instructor since 2015, and a less lethal instructor since 2016. "Students, teachers, and the general public need to have the tools necessary to endure such a horrific event whether it is in a school, mall, movie theater, or restaurant.”

The CRASE course is a 1-2-hour direct delivery course designed to provide non-law enforcement personnel with a model response program they can rely on. The course, built on the ADD strategy helps participants identify response options in an active shooter or other life-threatening incident before, during, and after the event.

Arab and Arab American Cultural Awareness Law Enforcement Training

The Middle Eastern Law Enforcement Officers Association conducts regular Arab and Arab American Cultural Awareness Training programs for law enforcement officers/agents

Attendees hear from the subject matter experts, including:

A retired 20 year veteran of the Central Intelligence Agency, who has served at five field assignments as a Chief of Base, a Deputy Chief of Station, and as a Senior Operations Officer leading or conducting intelligence activity in 20 countries over five continents.

U.S. Department of Homeland Security (DHS), Office of Civil Rights and Civil Liberties provides a Community Awareness Briefing (CAB). The CAB is designed to help communities develop a holistic understanding of tactics, techniques, and inspired recruitment efforts by various violent extremist organizations potentially impacting individuals in their community. Due to the increased number of Western-based fighters traveling to foreign war conflicts, the CAB now includes information relating to the foreign fighter recruitment narratives and the myths versus realities of the situation on the ground. A law enforcement specific version of the CAB has been developed, giving the increasingly important role of first responders.

Understanding Implicit Bias
Training on ways to recognize and address implicit bias by law enforcement officers.

All fees for this training have been absorbed by MELOA in an effort to provide our law enforcement partners with this important educational opportunity.
