What we aim to solve
In 2016, the Norwegian Refugee Council opened its representation office in Washington, D.C, establishing itself as a leader within the humanitarian community in the United States. NRC USA assists the field programs in applying for critical support. The policy and advocacy work translates the direct experiences of NRC field staff and programs into practical recommendations as to how the U.S. government and Congress can better meet the needs of the world's refugees. NRC USA is also a resource to universities, think tanks, and the general public on refugee issues and seeks financial support and partnerships with US-based individuals, foundations, and corporations.

Education
Education is a fundamental human right for all children and youth. A quality education provides children and young people with the skills and confidence they need to allow them to live lives that they have reason to value. Education creates the voice through which other rights can be claimed and protected.
We aim to ensure that all displaced children and youth enjoy quality education that is relevant to their psychosocial, emotional and cognitive development, from the start of emergencies.
Information, counselling and legal assistance (ICLA)
People affected by displacement may be forced to abandon their homes and livelihoods, and often lose enjoyment of a range of rights. They are frequently at risk of multiple displacement, and may face obstacles to finding durable solutions.
Our ICLA activities support people to claim and exercise their rights through information, counselling, legal assistance, collaborative dispute resolution, capacity building and advocacy.
Livelihoods and food security
Every person has the right to a standard of living adequate for his or her health and wellbeing. This includes the right to food and livelihood protection.
We provide food assistance to prevent loss of life and to contribute to the rehabilitation of local food and market systems. We promote livelihood strategies that protect, recover and strengthen individuals' and households' abilities to earn a living. To prevent repeated displacement, we support engagement in social and economic opportunities that reinforce the adaptive capacity of systems, individuals, families and communities affected by displacement.
Protection from violence
When people are forced to flee their homes, they often experience ongoing threats to their safety.
We help to ensure displaced people and communities are protected, by preventing and responding to violence, coercion, and actions taken by others to deny them their rights.
Shelter and settlements
Losing one’s home and community is devastating. Shelter and settlements support is the foundation of humanitarian assistance for people who have been displaced. Providing a safe place for families and communities to call "home" can be life-saving.
We provide physical safety, an identity and a foundation for recovery through its shelter and settlement programming. Working hand-in-hand with other NRC activities in the field through an integrated approach, we aim to create homes and build communities to protect people from the risks of displacement and enable them to live in dignity.
Water, sanitation and hygiene (WASH) promotion
For people displaced by conflict, access to clean water and appropriate sanitation facilities are amongst the most urgent of all needs.
Our WASH programmes seek to save lives, prevent diseases, promote dignity, and support access to better living conditions and livelihood opportunities. We do this through direct interventions, in collaboration with our shelter, education and livelihoods and food security experts, and through partnerships with other organisations.

What is the organization aiming to accomplish?
The NRC USA office has two primary functions: raising money for NRC's overseas programs that meet the needs of conflict-affected refugees and internally displaced people and providing humanitarian policy advice to the administration, Congress, and peer non-governmental organizations.
What are the organization's key strategies for making this happen?
NRC USA’s advocacy work seeks to ensure that U.S. policies make aid available to and protect vulnerable populations. The policy work and field expertise of NRC USA staff have established NRC as a trusted resource within the humanitarian community. They serve regularly as panelists at leading institutions and as press focal points, issuing statements about NRC's US policy work and its impact on global operations that assist refugees and internally displaced people. NRC USA’s advocacy program amplifies the voices of those we serve to safeguard their futures after conflict.
The NRC USA office also leads NRC’s global operations to improve humanitarian access to vulnerable populations in hard-to-reach environments. Our access team manages a series of trainings, workshops and e-resources that prepare UN and NGO frontline aid workers to negotiate access and provide life-saving assistance in some of the world’s most operationally challenging humanitarian areas. NRC’s access team also develops policy and guidance to support NRC’s activities in remote areas, and advocates for neutral, impartial, and independent humanitarian responses.
