Adoption Program
Our Permanent Adoption Program is a commitment to place all adoptable animals into loving forever homes. Animals who come to our shelter, undergo a comprehensive health exam (including heartworm testing for dogs and FIV and FELV testing for cats, vaccinations and flea treatment) and a complete temperament evaluation to determine each level of adoptability.
Foster Care Program
Animals who come to PHS are sometimes too old or too young to thrive in a kennel/shelter setting. Enter our wonderful team of Foster Care 'Pet Parents.' Our orphan kitten population is typically whom we most need Foster Parents.

What is the organization aiming to accomplish?
Our goal is to provide permanent loving homes for the animals who are entrusted in our temporary care. We do this through community outreach to raise awareness of our services for the Portsmouth community and an aggressive marketing campaign.
What are the organization's key strategies for making this happen?
Finding new funding streams through grant-makers, benevolent animal lovers and sharing our mission with our Church Partnership, "The Saint Francis Society," increases our visibility in the Portsmouth area. Marketing our new brand logo "Adopt," has further helped us become a recognizable presence in our area. Our strong Board leadership has further helped us spread our name and services.
Thinking 'outside the box' at how to bring "fun" into the animal welfare industry and engage a wide base of clientele has launched PHS even further with "Pucks for Paws" night (at the Admiral's hockey games), "Cat Yoga" night (held on our premises) and a "It was 1980 something..." themed summer marketing plan with $80 adoptions.
What are the organization's capabilities for doing this?
In November 2016, our new Executive Director was hired. Her background is in Non-Profit leadership, Development and Marketing. By January 2017 PHS's staff was reorganized and two additional key staff positions were put in place to strengthen the development team.
What have they accomplished so far and what's next?
Marketing our business to the greater Hampton Roads area has already been put in place. We have regular appearances on the Hampton Roads morning show (TV) and radio features on Eagle 97.3 and Hot 100.5.
Our goal to reach a greater audience in Portsmouth is strengthened by our Saint Francis Society church partnership. We currently have a handful of churches who support our mission in a variety of ways (donations, volunteers, outreach events at their facilities). We want to continue to grow this partnership to reach more citizens in the area. Portsmouth has over 150 churches!
We've also started an environmentally friendly partnership with our area donors, friends and volunteers and we serve as a site to recycle plastic bags. Every six months, we're able to collect 40,500 bags and get a plastic bench from TREX company for free. It is our goal to continue this program and place these durable benches around the Portsmouth park area.
