What are the organization's current programs, how do they measure success, and who do the programs serve?
OPERATIONAL MISSION
OPERATIONAL MISSION: To define, develop, articulate, utilize and disseminate a model of engaging Youth at-risk and juvenile offenders in a way that gives the opportunity to experience transformed lives.
GOALS:
• Every juvenile institution open to ministry.
• Every youth at-risk and juvenile offender given the opportunity to hear and respond to the Gospel.
• Every Christian called to juvenile offender ministry trained; and
• Every believing youth at-risk and juvenile offender offered discipleship.
Gang Awareness Education & Intervention
– This educational program provides straight forward realistic insights on identifying local gangs and at-risk youth, and which actions can be implemented to make our communities safer, including identifying who is at-risk.
Living a Life of Promise
• Living a Life of Promise – This training is based on Straight Ahead’s Living a Life of Promise curriculum which incorporates the principals of a traditional 12-step program.
One Degree at a Time (ODAT)
• One Degree at a Time (ODAT) – FCR’s highly trained mentors assist at-risk youth of predominantly racial and ethnic minorities to move past obstacles, and fulfill their potential in this unique, intensive 10-week program. Parents are also mentored and supported through the crisis.
Community Aftercare
• Community Aftercare – FCR provides continuing care through the development of relationships in order to assist youth in bridging from institutional life back into the community. Networks of churches and community connections are involved to support youth upon release.
Bible Discussion Groups
• Bible Discussion Groups - Each month at eight campuses across the Southeast, FCR volunteers lead more than twenty Bible Discussion Groups in locked juvenile facilities.

What is the organization aiming to accomplish?

What are the organization's key strategies for making this happen?
3-YEAR STRATEGY - In order to accomplish all that God has called us to, we will be committed to the following?
• 7 Major Focus Areas over the next 3 years with Allocating personnel and financial resources to accomplish this strategic plan; Performance evaluations will be tied to objectives in the strategic plan; All other "opportunities" will be filtered through this plan and only pursued with Board approval.
o Southeast Juvenile Justice Ministry - Championed by Devon and Sun Harris: Improve the impact of Juvenile Justice Ministries within the Southeast.
o Juvenile Justice Ministry Advancement - Championed by Mark Epps: Develop a system of effective internal and external communication of vision and mission of Full Circle Refuge and a strategy of fund development that meets the expanding needs of the ministry.
o Juvenile Institution Ministry - Championed by Aaron and Tiffany Snow: 25% increase in number of Bible Discussion, PROMISE, and MAN-UP Groups. Recruit and train Juvenile Institution Ministry leaders for new opportunities.
o Community-based Transition Ministry - Championed by Diane and Rease Hall: Develop a model of transition for Full Circle Refuge connected DJJ students before release, during transition, and after transition. Develop commitment churches in six areas of Georgia and trained volunteers for individualize teams to connected students back into their community and church.
o Gang Awareness Education Intervention Program - Championed by Devon Harris and Reform Gang Members Presenters: Develop 2 presenter teams for 3 counties in the CSRA – Aiken, Richmond, and Edgefield Counties.
o Community-based Prevention Ministry - Championed by Devon Harris and “One Degree at a Time” Facilitators: Increase the method of prevention to decrease recidivism of youth at-risk by providing “One Degree at a Time – Change the way they think & act!” Facilitators in Geographical churches throughout the CSRA.
o Urban Church Ministry - Champion by Devon and Sun Harris with the Full Circle Staff Team: Develop a model of acceptance in the urban communities of the CSRA with 3 Geographical gatherings in the community.
What are the organization's capabilities for doing this?
CORE VALUES:
• Christ-centered: Our primary reason for existence is to create a platform for Jesus Christ to be glorified. We completely depend upon God for funding and direction. We create contexts for youth and staff to experience God's presence and to grow in faith. We place a strong emphasis on staff being called by God into the ministry.
• Prayer Dependent: Prayer is foundational to all that we do in the ministry. We look to God to provide direction for our leadership, staff, and youth. We make it a discipline to pray with and for our staff and youth.
• Youth Focused: All organizational decisions and programs are designed to focus on presenting opportunities for youth to grow in faith and self-sufficiency. Every program is voluntary and based upon the youth's choice to participate.
• Relationally Engaged: We believe relationships are the context for transformations. Programs are merely a context for meaningful adult-youth relationships. We are intentional to foster an environment for personal, professional and spiritual growth of staff and youth.
• Local Church Connected: While we are not a church we are part of the Body of Christ. We operate from a belief that equipped and supervised volunteers are the primary means of ministry to youth. Local churches are both a critical place for youth to continue to grow in faith and a place where volunteers can be trained for ministry to our youth.
What have they accomplished so far and what's next?
Provided religious and moral counseling for over 600 juveniles per month while incarcerated in juvenile detention facilities.
Provided subsequent follow-up counseling and mentoring upon release to over 25 youths (17-21 years old) and assisted them in job searches.
Provided weekly mentoring of 40 at-risk youths and 20 gang interventions with youth (on probation, expelled, etc.). Conducted "Gang Awareness" presentations to over 10,000 students in schools along with teachers, parents, and youth leaders throughout the southeast
