Emergency Radios for Rural Schools

Problem:
Emergency communication is required in response to earthquakes, fire, flood or man-made disasters or disturbances. It is not unusual for the power to be disrupted during an emergency, therefore existing forms of communication may not be possible. Ham radio can use but does not require PG&E (or other commercial entities) in order to operate. San Benito County's five rural K-8 schools are vulnerable to being cut off from emergency response if we rely on existing landlines and mobile phones. If schools are equipped with ham radios as back up communication the opportunity to be isolated in times of emergency is significantly reduced.

Program:
The San Benito County Amateur Radio Association, SBCARA, has served as volunteer emergency communication coordinators for San Benito County, SBC, under the SBC Office of Emergency Services and the Sheriff's Department. The organization's volunteers and board have committed themselves to supply, installing and maintaining the county's ham radio repeaters, stationary and mobile, in order to assist with emergency response. SBCARA along with the SBC Office of Emergency Services and Office of Education feel that equipping the rural schools with ham radios will close a gap in their ability to provide effective emergency response. The program will supply each school with a radio, backup power, and antenna as well as supporting a school representative to obtain an FCC ham radio license. Note: Although the FCC requires licensing for general ham radio use, there is no law that prevents anybody from using any means of communication available to them in an emergency.
