STARC has a big, audacious, strategic plan for a lifetime. We began in 1972 and will continue our mission indefinitely. There is no cure for I/DD (intellectual/developmental disability). For individuals with I/DD in St. Tammany and four surrounding parishes, STARC provides a lifetime of Services, Training, Advocacy, Resources and Community Connections. But it's how STARC achieves its goal that is truly awe-inspiring. Our programs and services in early intervention, respite care, work training, vocational employment, home care, day habilitation, and residential living help move individuals through a life-long process toward greater wellbeing and independence. Our reach is broad and yet our attention to detail is vigilant. At STARC, there is truly something for everyone. We advocate for policies and legislation, and passionately build community support, to further open opportunities for those with disABILITIES. We could not do what we do without the love and support of our community.

STARC Early Intervention

Early Intervention services are available to children birth to age 3 who have developmental delay. STARC may, either directly or through employment and/or contracts with qualified professionals who are registered with Early Steps, provide services that include: occupational therapy, speech / language therapy, physical therapy, special instruction, family training, parent workshops, and support groups.

STARC adult day services are numerous and varied. The services and programs are designed to assist individuals with intellectual and developmental disABILITIES in acquiring and retaining skills needed to develop independence to the fullest extent of their abilities, in work, socialization, self-help, recreation, communication and other interpersonal areas.

The Supported Employment Program assists individuals, 18 years of age or older, with disABILITIES to find competitive work in community based integrated work settings. Supported Employment also consists of ongoing supports that enable individuals to perform in a regular work setting, including job coaching and ongoing follow along for the life of the job.

STARC residential community homes provide opportunities for individuals to live in family-style homes in typical neighborhoods throughout St. Tammany Parish. Individuals receive care and support with activities of daily living, socialization, community access, and health care coordination and services.

STARC Waiver program provides home and community based services to individuals with developmental disABILITIES who would otherwise require institutional care. The services include individualized and family support (day and night), environmental accessibility adaptations, and supported living. Specifically, we provide assistance with activities of daily living, self-care, communication, leisure activities, community access, money management, safety awareness training, assistance scheduling medical appointments, respite and habilitation services.

The STARC Art program is an educational and therapeutic enrichment program for individuals with disABILITIES. Artists are provided support and instruction to develop their artistic talents and create original works of art in a variety of mediums and techniques. The original works of art are scanned and reproduced into notecards which are sold in retail outlets throughout the year. A bio and picture of the artist is displayed on each note card and artwork sold.

It all began with Heaven.
Heaven is the first-born daughter to Laura and Gerald Delaup. At almost fifty years old, Heaven has never spoken and requires assistance with all her daily living skills. And, yet, she is her parents' greatest teacher. In 1972, she inspired her mother to establish opportunities for individuals with developmental disABILITIES—the chance to live, work and be an integral part of the St. Tammany Parish community. Because of Heaven, STARC was born.

As Heaven's needs have grown over the years, so have STARC's capabilities. Today STARC offers more than 35 varied programs, services and supports that enrich and enhance the lives of more than 1,000 individuals with disABILITIES and their families. Heaven, for example, is a resident of The Potter's Clay Community home, where she lives happily, comfortably and safely with seven other ladies who also have developmental disABILITIES.

STARC's devoted employees, board members, advocates and volunteers make it ALL possible....independence, quality of life, and wellbeing for people with intellectual and developmental disABILITIES.

At STARC, we are all about helping people with disABILITIES reach their full potential as independent, contributing members of our community. And have the best possible quality of life. We do that in lots of ways: early intervention, therapeutic treatment, day habilitation, job training, etc. We've helped thousands of people since we started in 1972.

STARC has offices in Slidell, La. and Mandeville, La.

Over 600 individuals with disABILITIES and their families receive services.

STARC is one of the largest employers in St. Tammany parish with 268 employees, with 83 of those having a disABILITIY.

STARC programs are reviewed quarterly, semi-annually and/or annually against goals and outcomes and we are continually evaluating them. Our programs are successful as measured by customer satisfaction surveys and other metrics.

The funding STARC receives from state and federal sources does not fully cover the cost of our programs, and our needs are constantly growing. You can help by becoming a STARC member or by supporting STARC businesses. You can also help to defray expenses and continue to provide quality services by making a financial investment or volunteering your time and talent in a number of areas.
