Anti-sex Trafficking Convention centers, sporting events and the world’s busiest passenger airport create an environment conducive for commercial sexual exploitation in Metro Atlanta. Atlanta has one of the highest incidences of child sex trafficking. Atlanta also ranks 5th in the nation for number of strip clubs per capita. Homelessness It is estimated that there were 10,443 individuals experiencing homelessness in Georgia at any given time. Georgia had one of the highest increases in homelessness between 2018 and 2019 in the nation, with a 9.9% increase. 1,080 individuals are chronically homeless; 42% are unsheltered; 705 are veterans; and 30% are families with children. Youth Prevention Frontline Response works in neighborhoods where children encounter violence, addiction, commercial sexual exploitation and gang activity. Generational poverty, underperforming schools and single-parent homes contribute to the challenges children living in these neighborhoods experience.

Youth Prevention

The Youth Prevention Department at Frontline Response, referred to as Metro Kids, serves children between the ages of 3 and 12 years old who are at risk for homelessness, addiction and commercial sexual exploitation. The program works in Atlanta communities facing higher levels of addiction, generational poverty, violence, prostitution and underperforming schools. Frontline Response is a safe place where children are honored and affirmed as unique individuals.

There are three core objectives for all Youth Prevention programming:

1. Cultivate positive relationships
2. Reduce harm
3. Focus on the future

The goal of Frontline Response’s Anti-Sex Trafficking Department, referred to as Out of Darkness, is to provide holistic, individualized and trauma-informed care to adult victims of commercial sexual exploitation through a seamless continuum of services including: Outreach, jail mentorship, 24-hour hotline services, safe home services and long-term program placement. The consistent work of the Anti-Sex Trafficking Department provides a stable, safe space for victims to seek refuge. Frontline Response is poised to respond to crisis situations, efficiently coordinate the care needed for stabilization and make connections to long-term care on behalf of victims.

Frontline Response addresses homelessness through weekly outreaches, a Support Line, case management services, long-term program placement and homeward bound assistance. Frontline Response’s programming is different from homeless shelters in that its goal is to tangibly move individuals experiencing homelessness from vulnerability to stability by connecting them to critical community resources that restore personal dignity. The department serves individuals who are homeless or who are facing homelessness. Individuals can experience homelessness due to unemployment, eviction, abuse, complex trauma, mental illness and/or addiction.

In the 21st century, far too many people are trapped in the darkness of sex trafficking and homelessness. Since incorporating in 2010, Frontline Response, formerly Atlanta Dream Center, has served on the frontlines, rescuing men and women out of sex trafficking and homelessness and preventing vulnerable children from falling victim. Frontline Response has assisted nearly 1,500 victims out of sex trafficking and commercial sexual exploitation and transitioned more than 1,000 men, women and children out of homelessness. Since 2018, the faith-based nonprofit has provided prevention programming to more than 600 youth facing adversity in overlooked communities throughout Metro Atlanta. Frontline Response seeks to bridge the gap between the expressed and sensed needs of individuals and the resources they need by offering creative solutions and choices that promote empowerment and dignity. All Frontline Response programs are committed to engaging communities, establishing safety, promoting dignity and connecting individuals to resources.

Frontline Response has developed a prototype for outreach, rescue and emergency safe housing in the fight against sex trafficking that is sought after internationally. The organization has provided training to law enforcement, fire departments, emergency rooms and judges; helped lead anti-trafficking efforts around large events like the Super Bowl in numerous cities; and advocated for state legislative and policy changes that have seen Georgia rise from the grade of a “C” to having the 4th best laws in the nation (Shared Hope International). Frontline Response holds a Platinum Level ranking from GuideStar, the world’s largest source of information on nonprofit organizations, and serves under the leadership of an 13-member Board of Directors composed of sector leaders throughout Greater Atlanta. To accomplish its mission, Frontline Response operates three departments:

- The Anti-Sex Trafficking Department addresses commercial sexual exploitation through weekly outreach to streets, strip clubs, brothels and jails, a 24/7 Rescue Hotline, an emergency Safe Home, case management services and long-term program placement. The department also conducts community training and awareness events.
- The Homelessness Department addresses homelessness through weekly street outreaches, a Support Line, case management services, long-term program placement and homeward bound assistance.
- The Youth Prevention Department seeks to prevent children from experiencing adversity, like homelessness and sex trafficking, through weekly outreaches called Kids’ Club to children ages 4-12; weekly mentorship groups called Huddles for boys and girls ages 8-12; and weekly community engagement outreaches called Adopt-a-block to families.

Anti-sex Trafficking Programs:
- Street Outreach -- an outreach to identify and build relationships with victims of commercial sexual exploitation
- Strip Club, Brothel and Street Outreach -- a separate outreach program intentionally builds relationships with both men and women involved in all areas of the commercial sex industry
- Jail Mentorship -- an outreach offering education, resources and support to incarcerated victims of commercial sexual exploitation
- 24-Hour Hotline -- operates 365 days a year and acts as the bridge between outreach and temporary safe housing
- Safe Home -- a temporary safe home for female victims of commercial sexual exploitation who are over the age of 17

Homelessness Programs:
- Outreach -- a weekly outreach engaging individuals experiencing homelessness in Atlanta by providing meals, showers and clothing
- Support Line - a support line which is often the first step toward case management services
- Case Management-- an integral service that seeks to meet an individual’s immediate needs and connect him or her to holistic care to address the foundational issues leading to homelessness, including mental illness, addiction and trauma

Youth Prevention Programs
- Kids’ Club -- a weekly large group mentorship initiative to engage children and families and build trust through games, stories, arts and crafts and small group mentoring sessions.
- Huddles -- a weekly small group mentoring session for boys and girls ages 8 to 12 designed to develop capacity for healthy relationships, practice skills to navigate abusive or exploitative situations and cultivate intrinsic strength, value and purpose.
- Parent/Guardian Huddles -- a monthly opportunity for parents and guardians to share a meal with Frontline Response staff, build supportive relationships with each other and the staff and learn more about what their children are learning at Kids’ Club and Huddle.
- Adopt-a-Block - an outreach that opens the door for participation in Frontline Response’s Youth Prevention Programs.

2019 Key Achievements

Anti-sex Trafficking Department:
- 4,758 individuals in the commercial sex industry were engaged through street, strip club and brothel outreaches.
- 218 unique victims of commercial sexual exploitation were mentored in 6 county jails.
- 2,420 calls were received to the 24-Hour Hotline.
- 118 victims of commercial sexual exploitation entered the Safe Home.
- 39 survivors of commercial sexual exploitation entered long-term programming.

Homelessness Department:
- 11,746 meals were distributed through Thursday night outreaches and 515 individuals received clothing.
- 3,900 calls were received to the support line.
- 192 individuals received case management services.
- 152 men and women were placed into recovery programs or housing.

Youth Prevention Department:
- 489 children were engaged through neighborhood Kids’ Clubs in 4 neighborhoods.
- 34 unique children joined Huddles for mentoring.
- 2,964 healthy snacks were distributed to children during Kids’ Club activities.
