What we aim to solve
College attainment is directly linked to economic development, as many companies require degreed workers. By 2020, an estimated 65% of all jobs will require a college credential. A college credential can add almost $450,000 in income over a lifetime and individuals without a college degree are more likely to live in poverty, lack the resources to provide basic needs for their children, are less likely to have health insurance and their children are less likely to attend college .This work is important because an educated population is a catalyst for economic vitality and competitiveness. It impacts arts and culture, neighborhoods, civic engagement, health, neighborhoods and family well-being. Currently San Antonio (SA) lags behind Houston, Dallas and Austin in college attainment: in Texas 17% of residents ages 25 and older have some college, no credential, nationally it is 16% and in SA it is 23%. Our programs
What are the organization's current programs, how do they measure success, and who do the programs serve?
Road to Success
SAEP’s advising services focus on increasing San Antonio’s college enrollment, persistence, and completion rates. Our unique model of services meets students were they are, no matter their age or situation. SAEP provides advising services within 29 high schools throughout Bexar County. These schools include high need areas such as high schools in Edgewood ISD, SAISD, Southwest ISD, South San ISD, Harlandale ISD and Southside ISD. These advisors work with freshman through seniors, providing unique services to help students and their families navigate the unfamiliar and often times unknown, college-going process. For students who graduated from high school and attended college, but were unable to complete, SAEP offers a case management approach to provide specialized advising. SAEP responds to clients within 48 hours of their inquiry of enrolling in this service. Advisors then meet one on one to navigate the process of re-enrolling into college. There are numerous barriers for students, including finances and familial obligations. Students who meet with an advisor are 6.8 times more likely to complete a FAFSA, 3.2 times more likely to attend college, and 2 times more likely to complete a bachelor’s degree.
cafécollege
Guided and shaped by the expertise and leadership of SAEP, cafécollege serves students in grades 3-12 and their parents, transfer students, students wishing to return to college, current college students, and adults attending college for the first time. In addition, cafécollege provides services to school counselors and the staff of community-based organizations to empower them to provide college access and success services to their students. These services are offered through one-on-one advising and workshops.
cafécollege is the epicenter of college access and success efforts in San Antonio, garnering attention at the local, state, and national arenas as a proven best practice for building the momentum to positively alter a community’s perspective on college attainment.
Upgrade
SAEP was part of the Talent Pipeline conversations where over 300,000 adults in San Antonio were identified to have some college, but have not yet completed a degree. Economic prosperity is greatly linked to education and recognizing the critical need in our community to re-enroll these students, SAEP, along with community partners, launched the Upgrade program which works directly with adults who have attended college but have not yet completed a degree. Since April 2017, Upgrade has had 773 adults begin the process of returning to school. Unlike high school students transitioning to college, Upgrade students face numerous additional barriers which slow the completion of their degrees. 71% of SAEP's Upgrade students are parents. 51% of Upgrade students are working more than 40 hours a week, meaning they hold multiple jobs in order for them to make the average of less than $42,000 per household (25% of Upgrade students make less than $24,000 per household). Even with financial and familial barriers, adult learners statistically are more persistent in finishing their degrees. In the less than 2 years of operation, 9 Upgrade students have now completed their degrees and graduated from college with another 146 students currently on track to finish within the next 2 years.

What is the organization aiming to accomplish?
SAEP's impact is measured in the number of advisor contacts, student persistence, student transition and completion of a post-secondary credential. SAEP’s advisor will meet with each student at least once throughout the school year to create a post-secondary plan for once they graduate from high school.
Persistence is measured through the completion of a financial aid form (FAFSA/TASFA), college applications, and scholarship applications. Our goal is for 80% of all seniors to complete one or all these forms. Student transition is measured through matriculation into college after graduating from high school. Research shows that 70% of students plan on attending college after graduation from high school, yet only 58% attend the semester following graduation.
What are the organization's key strategies for making this happen?
Because the majority of SAEP’s students are the first in their family to attend college, we make a conscientious effort to work with the student’s parent(s) in order to ease their concerns and hesitations about their child attending college. Acknowledging that the majority of the students SAEP serves are Latino, advising sessions with parents and families are available in Spanish when necessary. The SAEP scholarship helps alleviate financial burdens, and SAEP also works to provide students with as many financial aid resources as possible. Together, our advising services help create the pathways needed for student success. In order to achieve these results, SAEP’s programs work with students at every point within their educational journey. Whether preparing them to transition into college after high school or meeting with students to restart their journey, SAEP’s model of service is of tremendous benefit to underserved first-generation Latino students.
What are the organization's capabilities for doing this?
Established in 1989, the San Antonio Education Partnership (SAEP) was founded under the mission of creating opportunities, access and success for our community. This is accomplished through our 4 programs: cafecollége, Road to Success, Scholarship, and Upgrade. Each program provides college access to unique populations, providing pathways for each student served. Since 2010, cafecollége has provided year-round college advising services to over 72,000 students, no matter their age or point in life. The Road to Success program brings SAEP’s advisors into 32 high schools throughout Bexar County, providing critical one-on-one college access advising to the students. SAEP’s Scholarship program awards $2.1 million in scholarships each year to over 2,000 students. Finally, SAEP’s Upgrade program works with adult learners who have started but have not yet completed their college credential, providing them with the resources, knowledge and ongoing support to complete their credential.
What have they accomplished so far and what's next?
Our ultimate goal is that students from our partner high schools will hold a four to six-year post-secondary graduation rate of 40-50%, which is significantly higher than the current high school to college graduation rate of 30%. To date, SAEP’s scholarship has helped over 24,000 students receive a college credential. Of those, 82% of students who have utilized the SAEP scholarship and graduated with a college credential are Latino. SAEP’s Road to Success program provides strategic college advising services to students throughout Bexar County. Recently, our greatest impact has been demonstrated through our dedication to increasing services within South San Antonio ISD. Only 12% of the residents within the South San community hold a bachelor’s degree, well below the community average of 30%. SAEP increased services at South San HS from 2 days to 4 days during the 2018-2019 school year. The changes were immediate and impactful. Scholarship applications rose by 37%, individual student advising sessions increased by 260% and 93% of the class of 2019 is currently registered for the fall 2019 college semester, a 17% increase from 2018.
